Comptroller - Senior Mainframe Systems Programmer
The Texas Comptroller of Public Accounts is seeking an IT professional specializing in Mainframe z/OS systems programming. The role involves overseeing job performance, supporting mainframe change control, and managing performance and capacity planning for IBM mainframe systems.

Responsibilities
Oversees job performance and performs analysis to determine reason for long running jobs. Suggests technical solutions for improving performance
Supports the mainframe change control environment for COBOL and JCL. Works with others to resolve issues, suggests changes to the environment and works with others to have new releases and upgrades applied to the environment
Oversees studies and the preparation of reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises and implements optimum solutions. Provides utilization, performance reports and other reports as requested to management. Designs, writes, runs, and maintains monthly CPU utilization reports utilizing SMF records and/or MXG records
Oversees the IBM mainframe Performance and Capacity Planning and related software environments. Plans, installs, maintains, upgrades, and administers IBM and 3rd party mainframe related software products and provides documentation for all software changes. Provides technical support for users and mainframe software developers for performance related issues; researches performance related problems and suggests solutions
Manages work activities for short and long range mainframe related assignments, communicating with management and other team members in a timely and effective manner. And performs other related duties as assigned
Participates in and performs mainframe disaster recovery activities for section including but not limited to, participating in disaster recovery hot site exercises and managing the mainframe. Implements performance and Capacity Planning related jobs and schedules, and updates documentation
Qualification
Required
Bachelor's degree
Eight (8) years' experience in analyzing mainframe performance issues, including z/OS Db2; four (4) years' which includes working with RMF or CMF and SMF data to create performance reports and make performance recommendations
Preferred
Bachelor's degree in Computer Science, Management Information Systems or related field
Experience with mainframe performance tuning tools
Experience with BMC's ISPW
Experience with z/OS Db2
Experience with SAS
Experience with MXG
Experience with HTML
Experience with utility programs and products including: IDCAMS, CLISTS/REXX, SORT, TSO, JCL, and/or WLM
Experience in teaching technical issues to developers
Experience with Mainframe software installation techniques and methodologies
