Responsibilities

Identify and qualify new federal O&M and facility engineering opportunities across GSA, DoD, and related agencies (CONUS and OCONUS)
Develop and execute comprehensive capture plans to strengthen ABFS’s position on IDIQs, MACCs, MATOCs, and full-and-open competitions
Build and maintain strong relationships with contracting officers, program managers, and small-business offices within target agencies
Monitor SAM.gov and other procurement platforms to identify upcoming solicitations and early-stage opportunities
Lead capture and proposal teams, ensuring compliance with FAR/DFARS and agency-specific requirements
Shape technical and pricing strategies that leverage ABFS’s operational expertise and performance record
Collaborate with internal stakeholders—including operations, engineering, finance, and legal—to align pursuit strategies with delivery capabilities
Support the development of teaming agreements, joint ventures, and subcontract partnerships that enhance competitiveness
Represent ABFS at industry days, government briefings, and professional forums to promote the company’s capabilities and brand visibility
Track and report pipeline performance, win rates, and capture metrics to executive leadership

Required

Bachelor's degree in Business, Engineering, or a related field
7–10 years of experience in federal business development or capture management within the O&M, base operations, or facility services sectors
Demonstrated success identifying, capturing, and winning government contracts with GSA, DoD, or other federal agencies
Deep understanding of FAR/DFARS, federal procurement lifecycles, and contract vehicles such as IDIQs, MACCs, and MATOCs
Strong technical knowledge of facility operations, maintenance management, and building systems
Exceptional written and verbal communication skills, including proposal, presentation, and client-facing communication
Proven ability to lead cross-functional teams and manage multiple concurrent pursuits
Proficiency with CRM tools, pipeline management systems, and relevant procurement databases
Ability to obtain and maintain a U.S. Government security clearance
