Federal IT Business Development Manager
Bestica Inc. is a trusted provider of workforce solutions in the Information Technology and Healthcare sectors for DoD, Federal, and Commercial clients. They are seeking a results-oriented Federal Business Development Manager to drive growth within their federal staffing vertical, focusing on DoD, VA, and Army agencies.

Responsibilities
Develop and execute federal business development strategies to expand staffing contracts within DoD, VA, and Army sectors
Identify, qualify, and pursue new business opportunities in alignment with Bestica’s strategic goals
Establish and maintain trusted relationships with contracting officers, program managers, and federal procurement personnel
Respond to federal government solicitations (RFPs, RFQs, RFIs) via platforms such as SAM.gov, eBuy, and GSA eTools
Collaborate closely with capture, proposal, and delivery teams to ensure alignment between client needs and service execution
Conduct market and competitive analysis to identify trends, gaps, and opportunities
Participate in relevant industry events, conferences, and networking activities to enhance brand visibility
Track all activity, opportunity pipeline, and client engagement in CRM platforms (Salesforce, HubSpot, etc.)
Support continuous improvement initiatives across BD and operational functions
Qualification
Required
Minimum of 4 years' experience in federal business development within the staffing industry (Healthcare and/or IT strongly preferred)
Demonstrated success in securing contracts and expanding federal accounts (specifically DoD, VA, Army)
Strong understanding of FAR/DFAR, federal acquisition lifecycle, and compliance requirements
Proven ability to manage complex pursuits and deliver compliant, compelling proposals
Must reside in Texas – preference for candidates within commuting distance to San Antonio
Proficiency in Microsoft Office Suite and CRM systems
Excellent communication, negotiation, and relationship-building skills
Preferred
Experience in organizational development, operational strategy, or internal process improvement
Familiarity with proposal pricing models and strategic pricing development
Working knowledge of federal contracting vehicles including IDIQs, GWACs, and BPAs
Existing relationships with federal procurement stakeholders and strategic partners
