Director of Emerging Tech Workforce and Inclusive Growth Fellow
The Federation of American Scientists (FAS) is dedicated to using science and technology to benefit humanity. They are seeking a Director of Emerging Tech Workforce and Inclusive Growth to lead workforce initiatives and design strategies that prepare residents for future jobs, particularly in AI and Cyber sectors, while modernizing workforce systems for inclusive economic growth.

Responsibilities
Supporting the development of AI and Cyber-focused workforce roadmaps for priority sectors – including information technology/cyber, life sciences, and aerospace – to create clear, connected strategies across education, training, and industry
Analyzing barriers in the workforce pipeline through an AI and emerging tech lens, such as gaps in credentials, training capacity, funding, and alignment with employer demand for AI-fluent, cyber-resilient talent
Translating AI policy and labor market insights into actionable programs that address workforce disruption, expand opportunity, and close equity gaps in tech-aligned fields
Shaping and advancing efforts to design and scale programs that reskill and upskill the workforce for high-need, high-growth jobs—especially in areas being transformed by AI and automation—strengthening the state’s economic resilience
Shaping and advancing efforts to reskill and upskill the state workforce as the products and platforms state workers use to deliver services increasingly include AI features
Reshaping funding flows and policy frameworks to adapt scalable, evidence-based models such as internships, apprenticeships, Cyber Clinics, and other experiential learning pathways that accelerate real-world readiness in AI and emerging tech
Developing cross-sector AI education and awareness strategies in partnership with state and local agencies, K–12 and higher education, and industry to build foundational AI literacy, ethical fluency, and application-ready skills across the talent pipeline
Qualification
Required
7-10 years of relevant experience, including driving change in the intersection of technology, workforce development, and economic mobility
Familiarity with emerging technologies including artificial intelligence, cybersecurity, cloud computing, and how these trends shape talent needs
Hands-on curiosity to experiment with new tools and technologies; technical proficiency is a plus, but not required
Systems thinking ability to identify structural barriers in workforce pipelines, including credential gaps, funding challenges, and mismatches between training and employer needs
Strong analytical ability to interpret workforce data, assess labor market trends, and translate insights into actionable strategies
Strong communication (written and verbal) skills and ability to translate complex technical information and policy positions for various audiences
Comfort working across government, industry, and education systems, with the ability to build trust and drive alignment
Strong project management skills, including the ability to drive initiatives from strategy to execution while coordinating across multiple partners
Stakeholder engagement and governance experience, with the ability to manage advisory boards, convenings, and high-level decision-making processes
