Responsibilities

Oversee the permitting and scheduling of cultural events, community centers, performance spaces, senior and youth facilities, and indoor/outdoor rental venues
Plan and coordinate long- and short-term goals and objectives for cultural, education, scientific, musical, leisure and recreational programming within the department
Develop, supervise and promote diverse activities and events for all ages and abilities, including arts workshops, music programs, senior socials, youth enrichment activities, cultural festivals, heritage celebrations, cooking, musical and wellness classes
Collaborate with team members to plan and deliver shared programs utilizing department facilities and community partnerships
Prepare venues for programs, classes, and events; ensure appropriate equipment, supplies, and materials are available
Oversee daily operations of programming at Parks, Culture and Recreation facilities
Coordinate, implement and evaluate the effectiveness of programs, events, workshops, camps, senior outings, and youth activities
Prepare and distribute marketing materials such as flyers, brochures, social media content and press releases promoting programs and events
Train, instruct and mentor team members
Develop and maintain sponsorships and partnerships with local artists, cultural groups, nonprofits, businesses, higher education facilities and community organizations
Represent the City in collaboration with civic and community partners related to cultural, educational, artistic and leisure initiatives
Supervise, schedule and evaluate instructors, facilitators, performers, seasonal team members and volunteers
Make operational decisions related to assigned programs, events, facilities and community spaces
Maintain inventory of materials, art supplies, instruments, décor and program equipment
Build and maintain supportive and cooperative relationships with team members, leadership, other departments, vendors, families, seniors, youth and the public
Complete work orders, administrative tasks and program reports
Ensure safety procedures and guidelines are understood and followed at programs and events
Communicate courteously and professionally with participants and the public by phone, email and in person
Resolve participant or event-related issues in a timely and community-centered manner
Receive and process registration and rental payments accurately
Conduct needs assessments to ensure that youth, adults and seniors are being served through education, cultural, social and leisure programming
Maintain accurate records and prepare reports as required
Perform administrative support duties aligned with departmental goals
Perform other related duties as assigned

Required

Bachelor's degree in Recreation, Leisure Services, Business Administration, Education or a related field preferred
Three (3) years of experience in an organized recreation or parks-related position, with progressively programming experience
CPR and First Aid certified or ability to obtain within four (4) months
Valid Driver's License
Ability to maintain organized records, compile data and prepare reports and summaries
Knowledge of departmental policies, procedures, operations and staffing
Ability to establish and maintain professional, cooperative working relationships with coworkers, partner agencies, community groups, families, youth and seniors
Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)
Ability to learn and efficiently operate third-party registration, scheduling or communication software
Ability to manage multiple projects and deadlines in a fast-paced or interrupted environment
Knowledge of the City of Panama City and surrounding community resources
Understanding of arts programming, music engagement, cultural festivals, senior services, youth enrichment, culinary and leisure activities
Excellent verbal and written communication skills
Strong organizational abilities and attention to detail
Commitment to inclusive, accessible and high-quality customer service
