Part-Time Lecturer - Public Budgeting and Financial Management
Northeastern University is seeking a Part-Time Lecturer for the School of Public Policy and Urban Affairs. The role involves teaching a core course on Public Budgeting and Financial Management, focusing on governmental budgeting processes and financial management practices.

Responsibilities
The instructor will teach this core course for our NASPAA-accredited Master of Public Administration program
The course surveys governmental budgeting at the federal, state, and local levels, examines major revenue sources and expenditure responsibilities, discusses budgetary processes and politics, and considers both proposed and implemented reforms
The course also introduces financial management practices including cash management, fund accounting, debt financing, endowment spending and control, cost allocation procedures, and tax expenditures
Given our Arlington location, emphasis on federal budgeting processes, congressional appropriations, and federal agency financial management is particularly valuable
Teaching will be in a traditional classroom on our Arlington, Virginia campus, with classes meeting in the evening to accommodate working professionals
Qualification
Required
Ph.D. degree in Public Administration, Public Policy, Economics, Public Finance, or related disciplines is preferred
Advanced (masters) degree with significant professional experience in governmental budgeting, public financial management, or related fields may be considered
Experience with federal budgeting processes, congressional appropriations, or federal agency financial management is highly desirable
College-level teaching experience is preferred
Professional experience in government budget offices, GAO, CBO, OMB, or similar organizations is a plus
