Business Development Manager – Maritime Service
Flagship Management is seeking a Business Development Manager for Maritime Services to lead growth strategies across government, defense, and commercial maritime markets. The role involves managing client relationships, conducting market analysis, and pursuing opportunities in vessel operations and logistics support.

Responsibilities
Develop and negotiate commercial charter party agreements for research, logistics, offshore energy, and defense-related operations
Build and maintain client relationships with government agencies, defense primes, energy firms, and research organizations
Identify and cultivate emerging markets—offshore, subsea cable installation, and environmental response—to diversify vessel utilization and revenue streams
Conduct detailed market, client, and competitive analysis to identify growth opportunities in domestic and international maritime sectors
Monitor and assess government procurement sites (SAM.gov, FedBizOps, DOTs, and port authorities) for upcoming RFPs, RFQs, and contract awards
Lead capture planning and proposal development for federal and state clients, including DoD, USCG, NOAA, and MARAD
Collaborate with internal teams (operations, legal, and finance) to ensure compliance, performance guarantees, and risk management in charter and contract terms
Qualification
Required
Proven record of success in business development within the maritime industry
Established network in the commercial and governmental maritime sectors
Bachelor's degree in business, Maritime Studies, or a related field; an MBA is a plus and preferred
Proven success in maritime, defense, or government business development and contract capture
Working knowledge of FAR/DFARS and related compliance frameworks
Strong client relationship, proposal management, and negotiation skills
Willingness to travel( up to 50%) for industry events, client engagement, and site visits
