Engineering Inspector - Utilities Administration

Responsibilities
Inspects all phases and types of water and sewer construction under the direction of a Senior Engineer or Project Manager including, but not limited to the following:
Water main construction and force main construction including bacteriological testing, pigging, pressure testing, and other testing required for Health Department compliance
Gravity Sewer main and manhole construction, including lamping trench observations
Sewer lift station construction and rehabilitation
Grease trap pumping inspections, water meter inspections, and backflow compliance testing
Water Plant and Wastewater Plant capital project inspections under the direction of the Project Manager
Asphalt installation, including depth, spread-rate, and temperature pavement
Base-rock, including depth, grading, and density placement
Subgrade, including string line inspections and density placement
General landscaping placement and ground cover
Inspects equipment, structures or infrastructures to detect defects or flaws using engineering tools such as measuring devices and specialized software
Inspects building materials and structures to ensure that they meet structural requirements in compliance with the plans, standards, specifications, special requirements, codes and regulations
Prepares inspection reports detailing findings
Meets with private engineers and contractors in the inspection of various stages of private site development and water and sewer construction
Makes field measurements for conformity to plans and specifications and verifies as-builts
Maintains an accurate account and detailed record of work progression
Attends pre-work and progress meetings for capital improvement projects
Meets with the public in regard to Village Utility work which will affect their property and answers complaints caused by construction activities
Meets with private utility representatives regarding installation or relocation of their facilities near Village of Wellington owned water and sewer infrastructure
Conducts interim and final inspections of new facilities, prior to acceptance by the Village
Qualification
Required
High school diploma or GED required; an associate degree may be required in some areas; supplemented by four (4) years of directly-related experience including some previous lead-worker responsibility or demonstrated ability to lead the work of others; or an equivalent combination of education, certification, training and/or experience
Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines
Backflow Prevention Assembly Tester Training Certification
Knowledge of the design, development, and review of engineering specifications for civil and/or environmental construction projects
Knowledge of current engineering principles and practices applied in planning, location, design, construction, operation and maintenance of roads, storm and sanitary sewers, buildings and other public facilities
Knowledge of applicable state, county, and Village laws, codes, ordinances, resolutions, regulations, standards, policies, and procedures
Knowledge of water and sewer facility design and construction standards
Knowledge of the possible defects and flaws in related construction
Knowledge of the regulations and laws pertaining to site construction
Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
Skill in using mathematics required for the work
Ability to read and interpret construction plans and specifications and to recognize deviations from such plans in the construction process
Ability to identify issues in the field and elevate issues to Village project manager and senior staff
Ability to establish and maintain effective working relationships with Village officials, contractors, engineers, architects, property owners and the public
Ability to follow oral and written instructions
Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing and coordinating
Ability to communicate effectively (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors
Ability to communicate effectively, promptly, and accurately during emergency situations
Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds
Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires
