Emergency Management Lead

NEOGOV is part of the County of Delaware, which is seeking an Emergency Management Lead to oversee the Emergency Management Team. The role involves leading emergency management planning, operational responsibilities, and supporting responses to emergencies and disasters.

Responsibilities

Conducts and reviews research and planning documents in preparation for and mitigation against natural and man-made disasters
Participates in a system for county Emergency Management that interacts with local, municipal, county, regional, state, and federal stakeholders
Serves as a watch officer on a rotating basis
Participate in and presents during quarterly In Service Training (IST) for local Emergency Management Coordinators as assigned
Comply with the National Incident Management System (NIMS) training requirements
Maintains Pennsylvania Emergency Management Agency certification as a County Emergency Manager
Maintains Homeland Security Exercise and Evaluation Program (HSEEP) certification
Create and lead emergency planning, exercise, and evaluation activities
Oversees the maintenance of emergency management related equipment, supplies, and materials
Leads responses to support external stakeholders at incidents
Leads Emergency Operations Centers (EOCs) and in Incident Management Support Teams (IMTs) operations
Support Homeland Security planning and operations
Participate in Southeastern Pennsylvania Regional Task Force (SEPA RTF) Emergency Management Work Group (EMWG) subcommittees as assigned
Will oversee and/or be assigned to lead any of the follow projects as part of a team:
Maintain planning documents and manage the county Emergency Operations Center (EOC)
Maintain and manage the county Emergency Operations Plan (EOP)
Maintain a county Notification and Resource Manual (NARM)
Coordinate, collaborate, cooperate, and communicate with internal and external stakeholders. Including county volunteer programs
Oversee the collection and review of municipal, healthcare, childcare, educational, industrial, and dam emergency operations plans
Maintain the Emergency Management Preparedness Grant (EMPG), and related Annual Statement of Work (ASOW), and Integrated Preparedness Plan (IPP)
Maintain the county Natural Hazard Mitigation Plan (HMP)
Maintain the county Hazard Vulnerability Analysis (HVA)
Contribute to the Threat and Hazard Identification, and Risk Assessment (THIRA) process
Contribute to the Stakeholder Preparedness Assessment (SPR) process
Maintain and operate a mass notification communications system (Everbridge/Delco Alert)
Participate in the maintenance and operation of a regional web based, virtual Emergency Operations Center software system (WebEOC)
Oversee the training and Emergency Management Certification of county staff, municipal Emergency Management Coordinators, and critical infrastructure representatives
Identify resource gaps, recommend purchases, and manage grants
Perform other duties as assigned

Required

Must have high school diploma or general education degree (GED)
Must be able to clearly speak, read, and write in English
Must have a valid driver's license
Must be able to communicate accurately and concisely in verbal and written form
Have excellent listening and communication skills
Ability to monitor and transmit radio messages
Ability to multitask with minimal direction
Ability to perform efficiently under pressure of emergency operations
Ability to carry out orders with precision and speed
Ability to make decisions quickly and accurately
Ability to interact with the public and partner agencies in a courteous and tactful manner
Ability to conduct research, organize and analyze information and data, and write planning documents
Ability to operate as part of a team

Preferred

CPR/AED certification
National Incident Management System - ICS 100, 200, 300, 400, 700, 800
Pennsylvania Emergency Management Agency (PEMA) emergency management certification
Leadership experience in emergency services (police, fire, Emergency Medical Services)
Operating within a command structure in a leadership position
Degree in Emergency Management or related field
Knowledge or Microsoft Word, Excel, PowerPoint
Ability to enter and maintain data
Ability to use email, text, and radio communications platforms
Ability to use and analyze Geographic Information Systems (GIS)
