Water Systems Operator I, II, III
Otay Water District is seeking Water Systems Operators at various levels to join their Operations Department. The role involves monitoring and operating potable and recycled water distribution systems, ensuring safety and compliance with established procedures. Ideal candidates will have experience in water distribution systems and a commitment to maintaining high service standards.

Responsibilities
Operates the potable and recycled water distribution systems with supervision by monitoring and adjusting flows from reservoirs, tanks and suppliers
Obtains authorization and enters confined spaces using gas detectors, blowers, harnesses and tripods in accordance with established safety procedures
Reads and records reservoir levels, water supply connections, consumer usage. Checks and monitors system pressures, water flow meters, disinfectant usage, engine hours and fuel consumption, and electrical demands. Checks oil levels and bearing glands. Ensures that customers receive adequate water in volume, pressure, and quality
Checks automatic valves, reservoir levels, and makes adjustments to valves to maintain proper water levels. Operates valves to redirect flow
Exercises valves for planned shutdowns, or as needed
Inspects pressure stations
Starts, monitors, and regulates pumping facilities, disinfection and other facilities and appurtenances. Operates automated controls to ensure that water demands are met, as set by customer demands and standard practices
Validates unusual readings by contacting other field personnel for verification. Notifies supervisory or maintenance personnel of apparent unusual conditions
Bypasses portions of the system with supervision during emergencies or planned maintenance shutdowns to maintain system operation and water service
Follows established safe handling procedures for all disinfectants. Checks for proper operation of disinfection equipment. Performs regularly scheduled, or as directed, cleaning of disinfectant facilities
Complete daily, weekly, monthly operational logs as required
Follows all regulatory guidelines and completes documentation
Responds to, investigates and documents water complaints such as water theft, leak detection and notifies customers
Sets up or assists with setup of traffic control signs, cones and barriers to control traffic in accordance with lead or supervisor's instruction
Participates in rotational shift and standby duties as required which include evenings, weekends and holidays
Responds to emergencies as required during and after normal work hours
Operates District vehicles as required
Implement the most efficient and cost effective pumping methods as directed by lead or immediate supervisor
Operates the District's SCADA system
Performs routine inspection of facilities to maintain a safe and secure work environment
Identifies and recommends opportunities for improvement
Conducts final walk-through inspections of new additions prior to District acceptance
Calculates disinfectant usage and demands
Makes feed rate adjustments as required and performs regularly scheduled cleaning and servicing of disinfection station and equipment. Reports operating problems and needed repairs in accordance with established procedures
Qualification
Required
Valid California Class C Driver's License and a safe driving record
California State Water Resources Control Board Water Distribution Operator Grade I Certificate for Water Systems Operator I
California State Water Resources Control Board Water Distribution Operator Grade II Certificate for Water Systems Operator II
California State Water Resources Control Board Water Distribution Operator Grade III Certificate for Water Systems Operator III
High School Diploma or G.E.D. for all levels
One (1) year of experience in semi-skilled or skilled work in construction, working mechanical devices or a maintenance related field preferably in a water or wastewater agency for Water Systems Operator I
One (1) year of experience in the monitoring and operation of a water distribution system specific to field operations of a potable water distribution system for Water Systems Operator II
Two (2) years of experience in the monitoring and operation of a potable water distribution system for a public agency or 1 year experience equivalent to a Water Systems Operator II for Water Systems Operator III
Preferred
Experience working with a potable water distribution system in a public agency
Knowledge of safety practices such as recognizing hazardous traffic situations and proper confined space entry
Training in water, wastewater and irrigation technology for Water Systems Operator III
Experience as a Utilitiesman (UT) in the Navy, Water Support Technician (92W) in the Army, Water and Fuel Systems Maintenance (3E4X1) in the Air Force, or similar role in the Marines or Coast Guard
Benefits
Scheduled salary increases include the following: July 1, 2024: 6% Cost-of-Living Adjustment, July 14, 2025: 5% Cost-of-Living Adjustment, July 13, 2026: 5% Cost-of-Living Adjustment, Annual Merit Increases: Eligible employees are eligible for 3% merit increase on an annual basis until they reach the top of their salary range, based on meeting expectations on their performance review.
Vacation: 12 days/year, increasing to a max of 23 days/year.
Sick Leave: 8 days/year, increasing to max of 15 days/year.
Paid Holidays: 14 days/year, including employee's birthday and two floating holidays.
Alternative Work Schedule: A 9/80 work schedule may be available based on the needs of the department.
PERS Retirement: The District contracts with the California Public Employees' Retirement System (CalPERS).
Employee Contributions: New Member (hired on or after 1/1/13 who are new CalPERS members or do not have reciprocity with CalPERS): Are enrolled in the 2% at age 62 formula based on the employee's 36 months of highest average annual compensation limit set by CalPERS.
Classic Member (hired before January 1, 2013, or who have reciprocity with CalPERS): Are enrolled in the 2.7% at age 55 formula based on the employee's single highest year annual compensation.
The District is also a Social Security participant and the District and employee make contributions.
Deferred Compensation Retirement Plan (457 Plan): Optional plan designed to provide employees with additional retirement income.
Medical/Rx Insurance: Choice of Blue Shield PPO, EPO, HMO or Kaiser HMO plans, 100% premium paid by District for employee and 88% for dependent(s).
Dental Insurance: 100% premium paid by District for employee and 88% paid for dependent(s).
Vision: 100% premium paid by District for employee and 0% for dependent(s).
Flexible Benefits Plan: The District offers a healthcare and dependent care flexible benefits plan.
Group Term Life & Accidental Death and Dismemberment Insurance: 100% premium paid by the District for employee and eligible dependent(s).
Voluntary Life Insurance: Employees may elect to cover themselves and eligible dependents for voluntary life insurance.
Short-Term and Long-Term Disability Insurance: The District provides short-term and long-term disability insurance equal to 66 2/3% of your income after a 30-day elimination period.
Education Reimbursement Program: Employees are eligible to receive reimbursement for District approved courses not to exceed $3,000 per fiscal year.
Certification Incentive Program: Eligible District employees that obtain target certifications that exceed the minimum job requirements may qualify for either a base pay percentage increase or receive a monetary incentive.
Employee Assistance Program: Provides confidential referrals and counseling concerning personal, family, or work-related issues for employees and their dependents.
Free Onsite Workout Facility: The District has a fully equipped exercise room for employees to use before work, after work or during lunchtime.
