Grants Specialist II (SR-20)
The County of Maui is seeking a Grants Specialist II to develop and manage a grants program for various departmental programs. This role involves identifying, researching, and preparing grant applications while also coordinating training plans and monitoring resources.

Responsibilities
Under general direction, identifies, researches, evaluates, prepares, and submits a full range of grant applications for programs which support and enhance departmental and countywide goals
Conducts program and financial monitoring of grant receipts, including general verification, examination and adherence to the requirements of the grant agreement
Develops and maintains records and appropriate reports and participates in the grant audit and review processes
Coordinates the planning, implementation, and evaluation of grant resources
Assists departments/agencies in identifying potential problems with grants, including monitoring requirements, payment options, writing styles, and others, and develops processes or procedures to address them
Coordinates, plans, develops, manages, and maintains a grant-source database and users database
Maintains contact with other jurisdictions, governmental agencies and management associations in the area of grant resources and grant management
Responds to inquiries and concerns in a timely manner
Takes surveys and writes reports as required
Keeps abreast of laws, regulations, and policies for grant acquisition and management
May supervise subordinate specialists and other employees
Performs other related duties as required
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree in public or business administration, political science, sociology, or a related field
Two (2) years of professional administrative or analytical work experience which shall have involved monitoring, evaluating, and/or administering grants
Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3)
Knowledge of principles, methods and techniques that apply to grants proposal writing, applications, and administration
Knowledge of Federal, State and county laws, rules, regulations, policies and procedures governing grant programs
Knowledge of interviewing techniques and principles
Knowledge of basic government organization and functions
Knowledge of sources of information concerning the granting of public funds
Knowledge of community resources and their utilization
Knowledge of participatory requirements associated with grants
Knowledge of use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications
Ability to coordinate the activities of a grant program
Ability to collect, evaluate and interpret facts
Ability to read, comprehend, interpret, and apply complex rules, regulations, policies and procedures
Ability to perform accurate, detailed analysis of records
Ability to secure the confidence and cooperation of others
Ability to understand the principles, methods and techniques of programs within the County of Maui
Ability to express ideas logically, both orally and in writing
Ability to deal tactfully and effectively with other employees, operating officials, program participants, and the general public
Ability to supervise others
Ability to operate a personal computer using a variety of software applications
