GIS / Flex Administrator

They are seeking a GIS / Flex Administrator responsible for the implementation and maintenance of the Motorola Flex CAD/RMS software and providing support for GIS programs. Responsibilities
Monitor system implementations including the coordination of inter-local agreements and CJIS requirements
Maintain all system security to include adding, modifying and deleting users in both Windows and CAD/RMS software, adjusting user privileges, configuring login parameters and tailoring CAD/RMS users' login scripts
Responsible for the proper configuration and implementation of CAD/RMS modules, Code tables, workflow and CAD/RMS mapping
Coordinate with contracted support to monitor disk storage utilization, monitor memory utilization, and plan for future hardware needs
Verify with contracted support that regular system backups are completed successfully
Review changes to upcoming Flex releases and verify there will be no impact to the existing implementation, including GIS
Participate in a 24/7 on-call rotation with the possibility of responding outside of the normal on-call rotation in the event of an emergency
Remain current on job-specific procedures through training courses, professional associations and trade publications to apply appropriate methodologies
Provide first level support to assist in solving all problems reported to helpdesk. Communicate with CAD/RMS vendor helpdesk to resolve issues
Perform data entry audits to ensure data entry standards are being followed
Coordinate with the Dispatch Manager to write, establish, implement and enforce standards, policies and procedures to ensure efficient and effective use of the CAD/RMS hardware, software and operating systems
Prepare written documents and reports (e.g., monthly and special reports, bulletins, analyses, etc.) to communicate information
Assist with the formation of an internal committee to evaluate the functionality and efficiency of the CAD/RMS to consider upgrades, new modules, feature requests, and approval of voting on feature requests
Attend shift briefings or meetings to obtain and/or disseminate information regarding issues with the Flex CAD/RMS software from end-users
Coordinate with new agencies that are interested in joining the Ellis County Public Safety System (ECPSS)
Participate in bi-weekly calls during hosted agency Flex implementations
Coordinate and alter existing policies as needed as the Ellis County Public Safety System (ECPSS) grows
Perform other duties as required
Coordinate with the County GIS Department and Dispatch Manager to create, update, and maintain a variety of GIS programs, databases, and processes by utilizing GIS systems to generate a variety of maps, charts, data, and related materials for assignments while adhering to quality standards
Manage the implementation of weekly mapping updates pushed by the County GIS Department
Manage and correcting street addressing issues submitted through the support ticketing system
Overseeing required GIS software upgrades as needed for the continued functionality of the Flex system
Inputs and compiles geographic data from a variety of sources and produces high quality outputs as needed or assigned
Assigns and maintains 9-1-1 addresses using addressing standards
Provide mapping support to the Sheriffs’ Office
Interprets and transfers data from source documents including plats, record drawings, profiles, legal descriptions, and other mapped information
Qualification
Required
Associate's degree in computer science, Management Information Systems or a related field
In lieu of an associate's degree in the related fields, three (3) years' experience in a systems administration field or equivalent combination of education and experience
County organization, operations, policies and procedures
State and federal laws relating to information technology and public safety technology
Flex CAD/RMS Administration
Confidential and record retention requirements
Administering, interfacing with, and maintaining Faircom Database engine
Installing, configuring, and maintaining on Flex PC applications
Coordinating with contracted support to ensure administering and maintaining all aspects of the Flex server application are maintained
Solid understanding of Windows server platforms
Analyzing information technology issues, evaluating alternatives, and making logical recommendations based on findings
Working under pressure of deadlines, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public
Assessing and prioritizing multiple tasks, projects and demands
Effective oral and written communication
Be a citizen of the United States of America
At least 21 years of age at time of application
No less than Honorable Discharge if prior military
Has passed a general educational development (GED) test indicating high school graduation level; or holds a high school diploma
Have a favorable driving record and hold a valid driver license, if not licensed by the State of Texas, be able to obtain a Texas Driver License before employment
Have a favorable work and school record
Not have a criminal record that would preclude hiring, as determined by TCOLE and Ellis County Sheriff's Office standards
