Application Systems Manager

Responsibilities
Leads and manages the applications team, including systems analysts, programmer analysts, focused on low-code development, systems integration, and user support
Participates in and supports the adoption and governance of low-code platforms, capacity planning, and the development of long-term strategic goals for desktop, enterprise, and cloud-based Software-as-a-Service (SaaS) systems in conjunction with end-users and department managers
Coordinates with cybersecurity team, network team, and database administration functions to implement desktop and enterprise systems that utilize industry best practices to meet Information Technology and other departments' strategic goals and objectives
Oversees the lifecycle of applications, including design, development, deployment, and continuous improvement using Agile and DevOps practices
Collaborates with departments to identify opportunities for digitizing and improving constituent-facing services
Supports the functionality of web-based, cloud-based, and a variety of software platforms, including MS SQL Server, and Microsoft Power Platform
Ensures the integrity and security of enterprise data on host computers, multiple databases, and during data transfer in accordance with business needs and industry best practices regarding privacy, security, and regulatory compliance
Participates in network, security, and financial system audits
Anticipates, mitigates, identifies, troubleshoots, and resolves hardware and software problems on servers, workstations, and mobile devices. Escalates incidents as necessary
Develops and maintains documentation, training materials, and change management processes for application rollouts
Recommends, schedules, and performs software and hardware improvements, upgrades, patches, reconfigurations, and/or purchases
Researches emerging products, services, protocols, and standards in support of systems software procurement and development efforts
Participates in negotiations with vendors, outsourcers, and contractors to secure software products and services
Manages vendor relationships and contracts related to application platforms and services
Develops, documents, and maintains policies, procedures, and associated training plans for system administration and appropriate use. Create required reports in response to business user needs
Monitors application performance and user feedback to drive enhancements and ensure high satisfaction
Develops and oversees change management processes for desktop and enterprise software upgrades, implementations, and changes
Performs related tasks as required
Qualification
Required
A combination of education and experience equivalent to a bachelor's degree in computer science or related field
5 to 7 years of progressively responsible experience in computer operations, systems analysis and applications
At least 2 to 3 years of supervisory or lead experience
Deep understanding of low-code/no-code platforms and their application in government or enterprise environments
Extensive knowledge of data analytics, business intelligence software, ETL/batch processing, and Crystal reports
Technical knowledge of network, personal computer, and platform operating systems, including Web platforms, and Enterprise cloud applications
Extensive knowledge of data integration, APIs, and cloud-based services (e.g., Azure, AWS)
Experience with Microsoft Power Platform (Power Apps, Power Automate, Power BI), SharePoint, and Dynamics 365
Skilled in Agile project management, user-centered design, and iterative development
Knowledge of permitting and asset management systems such as Infor/Hansen
Technical knowledge of current systems software, protocols, and standards, including firewalls and Active Directory
Knowledge of applicable data privacy practices and laws
Skilled in implementing enterprise content management systems, imaging, and document management systems
Adept at reading, writing, and interpreting technical documentation and procedure manuals
Highly self-motivated, directed, and detail-oriented
Hands-on software and hardware troubleshooting
Strong interpersonal and vocal communication skills
Ability to manage, direct, motivate, and build a cohesive team
Ability to manage staff in a collaborative environment, following Stafford County values
Ability to manage and lead an applications team in a multi-site enterprise environment
Ability to effectively prioritize and execute tasks in a high-pressure environment
Ability to establish and maintain effective working relationships with coworkers, superiors, other departments, outside agencies, and vendors
Preferred
Knowledge of local government service management practices and procedures
Experience with implementing Enterprise Resource Planning (ERP) systems
