Responsibilities

Supervises one of the following: subordinate facility maintenance and park maintenance personnel, community service/inmate workers and volunteers
Supervisory duties include instructing; assigning, reviewing and planning work of others; maintain standards; coordinating activities; allocating personnel; recommending the selection of new employees; acting on employee problems; recommending employee transfers, promotions, discipline and discharge
Assists with interviewing and hiring; reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed
Conducts inspections; ensures the timely completion of subsequent maintenance and repair work; inspects the athletic facility, playgrounds and parks
Reviews, schedules and assigns work orders to appropriate personnel
May be required to apply herbicides, pesticides, and fertilizers to city landscapes
Ensures the availability of adequate and properly working equipment, tools and materials for each assignment
Orders supplies and materials as needed
May be required to supervise community service program, lock-up program and other special programs as assigned
Assists in coordinating division activities with those of other departments and agencies
Assists with setup, monitoring and breakdown of special events
Receives and responds to inquiries, concerns and complaints of citizens and City personnel
Receives, reviews, prepares and/or submits various records and reports including maintenance reports, inspection reports, work requests, purchase orders, invoices, price quotations, work schedules, memos, etc
Receives, reviews and submits records pertaining to annual contracts, bids and maintenance requests; assigns all departmental work projects
Operates vehicles, high lift, fork lift, trucks, utility trailers, roller, tractors, bobcat, bush hog, various mowers, aerator, backhoe, blowers, edger and a variety of hand and power tools
Exercises care and safety in the use of assigned equipment and vehicles
Interacts and communicates with various groups and individuals such as the immediate supervisor, other City personnel, subordinates, sales representatives, contractors, community organizations, volunteers, students, customers, parents, various government agencies, and the general public

Required

Requires a high school diploma or GED equivalent supplemented by three to five years of experience in facilities/grounds maintenance, landscaping and/or construction, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities
Must possess a valid state of Florida driver's license
Must possess or obtain the most current FEMA 100, 200, 700, and 800 Incident Command System certifications within 12 months of appointment to the job
Has thorough knowledge of the methods, procedures, and policies of the City as they pertain to the performance of duties of the Foreman
Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position
Has knowledge in the areas of facilities and grounds maintenance and repair work, landscaping, irrigation, general construction and renovation
Has knowledge of the standard tools, materials, and practices of the industry
Have skill in the care and use of required tools and equipment
Is able to plan and supervise the work of others
Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods, and regulations; is able to offer employee training as required
Is able to perform employee evaluations and to make recommendations based on results
Has the ability to offer assistance to co-workers and employees of other departments as required
Is able to take the initiative to complete the duties of the position without the need of direct supervision
Has the ability to plan, organize and prioritize daily assignments and work activities
Has the ability to learn and utilize new skills and information to improve job performance and efficiency
Is able to read and interpret relatively complex materials pertaining to the responsibilities of the job
Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner
Has knowledge of the terminology and various professional languages used within the department
Knows how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation
Has knowledge of basic mathematics
Has knowledge of the City budget preparation process; is able to ensure department adherence to allocated funds
Has knowledge of and skill in the use of computers for records management
Must be physically able to operate a variety of machines and equipment including trucks, heavy equipment, mowers, hand and power tools
Tasks include the ability to exert moderate, though not constant, physical efforts, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and pulling of objects and materials of light weight (30 pounds) to moderate weight (up to 50 pounds)
Maintains high standards of accuracy in exercising duties and responsibilities
Exercises immediate remedial action to correct and quality deficiencies that occur in areas of responsibility
Maintains high quality communication and interaction with internal and external entities with whom the position interacts
Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations
Assumes responsibility for completing assigned work
Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedure
Maintains accountability for assigned responsibilities in the technical, human and conceptual areas
Exercises analytical judgment in areas of responsibility
Identifies issues or situations as they occur and specifies decision objectives
Identifies or assists in identifying alternative solutions to issues or situations

Seeks expert or experienced advice where appropriate and researches issues, situations and alternatives before exercising judgment

Preferred

A playground inspector certification and certification in landscaping or horticulture is desired
