2025 Asset Management Specialist

Oregon City is looking for an Asset Management Specialist to support the Operations of the Public Works department. This role involves performing advanced technical and professional support for Asset Management activities and software, as well as system configuration, data input, reporting, and documentation. The specialist will work closely with GIS for map production and assist in improving asset management processes.

Responsibilities

Lead solutions specialist / Subject Matter Expert to build and improve the Public Works and SCADA asset programs. This includes reviewing current asset management processes and procedures to improve support, maintenance and reporting of all assets
Asset Management Application – design, configure, documentation and maintenance. This includes associated products such as Lucity or similar products, Granite TV pipe inspections, and other software in support of Assetmanagement. Knowledge of or ability to configure and create predictive maintenance plans for automation
Software and support liaison between field crews andIT / PW to include use of mobile and other relevant field devices
Troubleshooting support of general asset hardware / software including hardware used in utility maintenance and SCADA
Support of asset management data for applications used by other departments, including Citizen Requests, website, and permitting software
Office skills including use of Microsoft applications such as Word, Excel, Access, SQL and
Relational databases. Performs advanced reporting and analysis of asset data; Participates in workflow design and functions for IT-supported applications that may affect asset management
Coordinates Asset management projects and software configuration by designing and coordinating technical work performed by Public Works staff. Works closely with GIS staff and tools. Reviews related work products
Assists with configuration of applications related to Asset management, GIS, and other city reporting and analysis software, specifically Lucity
Compiles information from existing systems for reports. Researches and develops new tools for financial forecasts, predictive workflows, and analytic reports. Organizes and standardizes formatting. Prepares and maintains required reports for internal and external customers
Responds to inquiries and convey information about Asset management provided by the department
Assists Public Works management with development of budget proposals, maintaining communications with work teams on status and information needs. Maintains approved budgets, transaction records, and audit trails, including those for special projects, contracted services, and grant-funded activities
Assists with purchasing and other financial processes. Receives, verifies and processes invoices for equipment, supplies and services purchased by the department
Provides administrative, logistical, and technical support to Public Works staff
Leads technical and workflow training with staff
May be called on to conduct field data collection and inspection
Performs other duties as assigned that support the overall objective of the position

Required

Associate's degree or equivalent education
5 years' progressive experience in analysis, design, reporting, and database management
Specialized knowledge of workflows, data collection, processing, and analysis related to asset management administration
Knowledge of Lucity or similar software and integration of enterprise applications such as Granite and ArcGIS
Knowledge of common office productivity software
Knowledge of storm, sewer, street, water, SCADA, and other utility features to support field crews in maintenance, data collection, and reporting
Knowledge of GIS programs adequate to participate in design recommendations
Ability to carry out the essential functions of the position with or without reasonable accommodation
Ability to coordinate and review aspects of projects
Ability to apply asset management software techniques and prepare basic maps
Ability to perform detailed work thoroughly, neatly, accurately, and efficiently
Ability to properly use and care for hardware and software
Ability to read and interpret standard field notes, engineering and construction drawings, and technical specifications
Ability to perform a variety of tasks including responding to Public Works requests, producing maps through applications designed by GIS staff, and explaining additional asset management requirements to City staff as needed
Ability to learn other enterprise application workflows and assist customers
Ability to read and interpret maps, aerial photographs, mapping coordinates, survey documents, legal documents containing boundary information, right-of-way information, and as-built documents
Ability to design and configure software in support of changing needs and requests
Ability to envision, configure, and create predictive maintenance plans for automation
Ability to create presentations of Asset, financial, scheduling, and related information for crews and management
Ability to perform cost and statistical calculations, record distances and geographic measures, and economic, budget analysis
Ability to convey application terminology to others to train and perform quality assurance
Ability to train and offer partial leadership over other technical and support staff
Language skills to document files and drawings, write technical specifications, and prepare contract or bid language
Ability to work cooperatively with all internal and external customers, and convey a positive image of the City and its services
Must pass a criminal background check
Valid driver's license required
