Utility Operation Manager

Responsibilities
Plans, organizes and supervises employees, equipment, and materials to install, maintain, and repair water and sewer lines, hydrants, meters, valves, wells, tanks, and pumping stations; participates in field work when needed; surveys job sites prior to instructing staff or contractors on large or more difficult projects; orders necessary materials and supplies; inspects work during performance and after completion; prioritizes projects and coordinates the use of available equipment, materials and staff to obtain maximum effectiveness and economy
Plans preventive maintenance programs for hydrants, valves, meters, pumps, and tanks
Responds to citizen requests, concerns, and issues; performs field review; meets with citizens
Prepares operating and capital budget requests estimating needs; tracks budget line items throughout the fiscal year; identifies and obtains needed technology including SCADA; keeps records and prepares reports of work unit activities; prepares material and supply requisitions; maintains adequate inventory of parts, supplies, tools and materials; maintains appropriate records of inventory
Ensures compliance with all rules and regulations for water distribution and sewer collection systems and compliance with permit requirements
Completes required regulatory sampling, notices, and reports
Obtains quotes and oversees contracted work; inspects contracted work and identifies deficiencies and remedial action needed; observes CCTV inspection of new lines prior to acceptance by the County; participates in review of construction drawings prior to construction projects being approved
Participates in hiring, training, and evaluating employees; ensures that workers are trained in proper work methods and techniques; conducts performance evaluations and coaches employees on performance; ensures the application of safe work methods and practices
Plans and implements cross connection control and backflow prevention program; maintains necessary records
Supervises and participates in quality control for water, environmental and regulatory compliance, and compliance reporting
Participates in review of engineering plans, contractor selection, and inspection of major new system expansion and construction
Researches and recommends improvements in work methods, customer service policies and procedures and other processes
Participates in planning and implementing system mapping programs and their use by field staff
Performs related duties as assigned
Qualification
Required
Graduation from high school and considerable supervisory and administrative experience in water distribution and/or sewer collection system operation, maintenance and construction; or an equivalent combination of education and experience
Possession of a valid appropriate driver's license issued by the State of North Carolina
Certifications by state of N.C. including: Water distribution (Grade A), Well (Grade B), Wastewater collection (Grade III), and Backflow Prevention and Cross Connection Control
Considerable knowledge of the principles and practices of construction, repairs, and maintenance of water distribution and sewer collection systems and related structures including groundwater wells, water tanks, booster pump stations, and lift stations
Considerable knowledge of the use of related equipment and materials
Considerable knowledge of the occupational hazards and safety precautions of the work
Some knowledge of related engineering specifications, AWWA requirements, and related environmental laws
Considerable knowledge of modern and effective supervisory principles and practices including hiring, leadership, motivation, conflict resolution, performance coaching and evaluation
Considerable knowledge of the application of information technology to the work
Working knowledge of the organization's water and sewer customer service policies and fees
Working knowledge of county/municipal personnel, purchasing, and budgeting policies and procedures
Skilled in customer contact and collaborative conflict resolution
Ability to read plans, maps, and drawings
Ability to establish and maintain effective working relationships with County officials, supervisors, peers, staff, engineers, customers and citizens
Ability to maintain and prepare accurate plans and reports
