HRA - ROSS Resident Services Coordinator
NEOGOV is seeking a ROSS Resident Services Coordinator to develop and implement programs that promote self-sufficiency among Public Housing residents. The Coordinator will work closely with community resources to provide support services and empower residents to achieve economic independence and improve their living conditions.

Responsibilities
Develop and implement new programs and services for residents and meet objectives as specified in the ROSS Service Coordinator Grant or as requested by BHRA
Develop connections to a comprehensive network of education, training, mental health, substance abuse, economic development and other supportive services for youth and adults
Act as a liaison between participants and community resource providers to enhance successful referrals
Coordinate referrals, arrange for on-site services, or provide assistance to ROSS Program participants interested in mental health support, substance abuse support, disability resources, education or GED programs, employment workshops, financial education, homeownership counseling, youth services and resources, life skills instruction, and other community program opportunities as necessary
Proactively develop and promote self-reliance activities and education sessions for ROSS Program participants
Enroll participants in the ROSS program and assist with the completion of all necessary application and enrollment forms required for the program
Identify needs of program participants, define clear and measurable goals to address those needs and assist with connection to resources. Document participant’s progress and re-evaluate services for adequacy
Maintain regular contact with clients including in person, by phone and in writing
Coordinate with the FSS program as needed to ensure fluid transfer of participants between programs to support resident progress toward self-sufficiency
Complete case notes, program paperwork, monthly reports, and other data tracking or reporting as requested both accurately and timely
Periodically review program performance, evaluate participant needs, identify gaps in services, and work with staff and community providers to craft solutions, program design features, or policies
Seek out new program funding sources, write for public and private grants and work toward program sustainability
Develop advertising and promotional program materials
Seek opportunities for continued training. Attend trainings and workshops to enhance skills related to service provision, community resource improvement, client work, and other related topics
Assist with and participate in monthly Resident’s Council meeting
Answer telephone, electronic, and in-person inquiries regarding the ROSS program and public housing program
Assist Housing Manager and BHRA staff with administrative tasks related to public housing operations as needed
Qualification
Required
Ability to effectively communicate
Ability to work with a diverse population
Knowledge of community resources and providers
Knowledge of Data Privacy Laws, Fair Housing Laws, and regulations
Ability to resolve conflicts and negotiate effectively
Ability to initiate work projects and make independent decisions
Ability to work well with government officials, program providers, BHRA staff and program participants
At least a basic knowledge of common computer software and office machine operation
Ability to manage time effectively and maintain flexibility in scheduling and planning
Understanding of methods and techniques of effective case management and assessment skills
Strong writing skills to write grants, grant reports, generate promotional material and public relations releases
Associate's degree in field such as Social Services, Psychology, Human Services, Counseling or related field plus two years' experience in case management or related work or four years' combination of relevant education, training and experience that meets the requirement to successfully accomplish the assigned duties and responsibilities as determined by the Executive Director
Possession of a valid driver's license and access to reliable transportation
