Right-Of-Way Specialist, Project Officer II - PW
NEOGOV is seeking a qualified individual to join the Charleston County Public Works Department as a Right-Of-Way Specialist. The role involves managing the department’s right-of-way acquisition program for transportation and drainage projects, including preparing legal documents, coordinating with project managers, and conducting field inspections.

Responsibilities
Prepare/review legal documents and provide support to the County’s Legal Department in condemnation proceedings. Lead project acquisition/relocation tasks with project managers and right-of-way consulting partners to ensure right-of-way acquisition remains on schedule
Research and review project plans and make recommendations for plan changes for right-of-way acquisition or easements when appropriate
Track monthly right-of-way, easement, progress on each project, etc
Review costs estimates and appraisals on projects
Assist Charleston County’s Legal department as needed on Public Works projects where real estate acquisition is involved
Maintain monthly status reports related towards applicable acquisitions
Coordinate with the public as needed and help explain the need for right-of-way, easement, acquisition, etc
Occasionally attend community/public meetings to answer questions related to acquisitions
Prioritize acquisition tracts based on project timelines
Advise project managers about rules and regulations related to property acquisitions
Conduct field inspections of project property to assist with appraisal reviews
Manage contracts with appraisers, right-of-way consulting partners and other professional service providers in accordance with SC and Federal laws and regulations
Research deeds and plats to verify ownership
Acquire right-of way and easements for the County for smaller projects by preparing deeds and working with surveyors for a plat
Refine Public Works property acquisition procedures for efficiency
Involves securing dedication of property for County use, employing due diligence in searching records for the preparation of property descriptions for conveyance documents, reviewing appraisals, title searches, and surveys and making recommendations for purchase
Contact property owners and conduct negotiations for securing deeds, easements, etc., and coordinate closing transactions
Perform other directly related duties consistent with the role and function of the position
May be designated to report to work during hazardous weather or emergency conditions
Qualification
Required
Bachelor's Degree in Real Estate, Business Administration, Communications, or a related field
Four (4) years or more of experience in right-of-way related work which includes any combination of real estate appraisal, property law, acquisition/negotiation, title examination, condemnation, or other related experience
Knowledge and experience with South Carolina's and SCDOT's right-of-way laws and regulations
Knowledge of real estate principles and practices, title work, legal descriptions, appraisals, engineering terms and plans, surveys, procedures used in recording deeds, relocation assistance, conservation easements, and obtaining dedications and disclaimers of land
Ability to perform title searches, read plans, and blueprints
Skilled in communicating effectively with others, both verbally and in writing
Ability to establish and maintain good working relationships with others within and outside of the department and the public
A valid South Carolina Driver's license in good standing
