Business Manager (Water Utility)

Responsibilities

Manages the financial performance of the City of Green Bay Water Utility to ensure that it attains and maintains current and future financial stability. Directs all activities in accordance with Generally Accepted Accounting Principles and the standards and regulations of the Government Accounting Standards Board and the Wisconsin Public Service Commission (PSC)
Authorizes investment of revenues and reserves to effectively handle cash flow and maximize revenues
Analyzes long-term debt needs and determines funding availability. Structures the amount and term of debt to meet State and Federal standards relative to the maintenance of tax-exempt status, bond rating, and compliance with Federal arbitrage regulations
Ensures relevant financial and business reports are prepared and filed with the State of Wisconsin as required
Oversee the annual capital and operating budgeting process and preparation
Works with the Operations Section to develop and manage an ongoing capital improvement plan in line with the Utility’s asset management plan and Commission-approved budget
Coordinates the annual audit. Prepares all necessary work papers and financial reports for the annual audit along with producing the Annual Comprehensive Financial Report
Analyzes financial implications from the Utility’s operational needs and level-of-service adjustments and prepares PSC rate applications as necessary
Performs business case analysis to determine financial and operational viability of new business ventures for revenue generation, efficiency, and customer responsiveness
Maintains relationship with Utility billing customers. Monitors compliance with contracts, assists with providing information for reports and rate cases
In partnership with the Communications Director, develops and maintains customer satisfaction program, including metric development, measurement strategy, and operational response within field and phone center operations
Monitors legislation pertaining to the water supply industry. Provides comment or testimony to the State Legislature on behalf of the Water Utility as required
Researches and recommends new technologies and strategies related to increasing the effectiveness of Billing, Customer Service, Metering, and Information Technology
Works to optimize the Utility’s customer service operations, matching performance to identified customer satisfaction drivers and the Utility’s financial goals
Recommends, establishes, and updates policies and procedures related to: Finance, Billing, Accounting, Customer Service, Metering, and Information Technology
Formulates and interprets Utility rules and policies to comply with regulations and directives of the Public Service Commission
Manages the Utility’s Cross Connection Control program. Maintains compliance with WI Dept. of Natural Resources Admin Code NR 810.15 and WI Dept. of Safety and Professional Services Admin Code SPS 382.41
Oversees monthly and yearly reports of all meters and inventory, including documentation
Works to achieve optimized performance of all metering field operations, including the cross-connection, metering, leak detection and resolution activities
Oversees information technology strategies that are in line with the Utility’s vision. Evaluate new technology opportunities and security protocol
Performs other related work as required

Required

Bachelor's Degree in Accounting, Business Administration, or related field
Seven to ten year's progressively responsible experience in accounting and business management; three years in a departmental/management capacity
Comprehensive knowledge of principles and practices of accounting, budgeting and finance in public utilities
Comprehensive knowledge of governmental accounting standards and generally accepted accounting principles
Comprehensive knowledge of rules and regulations of Wisconsin Public Service Commission related to accounting and billing
Knowledge of effective customer service practices and satisfaction measurement strategies
General knowledge of or ability to acquire knowledge of meter-related plumbing systems, water utility and metering services, water meter repairs, backflow prevention, cross connection, metering, and backflow-related water distribution systems
Knowledge of Water Utility operations
Highly skilled communicator and presenter
Ability to use financial modeling to forecast the impact of capital investments and operational changes
Demonstrated ability in planning and directing the work of multiple departments
Ability to perform complex business cases and recommend strategies to recoup identified benefits
Ability to perform the following activities: Lift and carry up to 20 pounds, Frequent standing or sitting, Ability to reach, stoop and lift, Ability to focus on projects for a long period of time

Preferred

Master's Degree
Certified Public Accountant (CPA) license
Customer care experience, business case analysis and Utility experience
