Responsibilities

Assist the City Manager in the preparation of the annual operating budget
Manages the administration of the annual operating budget for City Manager’s Office
Represent the City in the community and at professional meetings as required
Respond to citizen complaints and requests for information
Coordinate activities in the City Manager's office with City departments and divisions, and with outside agencies
Coordinate assigned projects or activities directly related to management policies such as Federal grant applications and administrations
May administer and monitor grants, including preparing grant applications and modifications
Monitors, analyzes and evaluates legislation and other intergovernmental activities affecting the City; prepares and/or coordinates appropriate responses to legislation impacting City operations and/or the community at large
Monitors City Contracts management and compliance
Conduct studies, surveys and other administrative assignments; investigate and report on administrative problems, exercising independent judgment
Investigate and report on the cost effectiveness of alternative operations and plans
Gathering, analyzing, interpreting data
Submitting reports to the relevant department heads and management
Finding patterns and trends in the analyzed data
Helping management and other staff develop goals and identify needs
Establishing new data gathering and analysis techniques within the organization
Establishes positive working relationships with city staff and the general public
Assumes responsibility for ensuring that the position’s duties are conducted in a safe and efficient manner
May be assigned to lead programs or initiatives of the City Manager’s office with city departments, divisions and/or outside agencies
Managing the organization’s social media and online interfaces
Provides administrative and technical support to committees, staff, and projects as assigned
Assists in making presentations and participates in Community outreach events
Follows up on a variety of citizen inquiries and/or concerns and provides assistance to resolve these
Provides basic information and forms to the public
May supervise office staff as needed or required
Perform other related duties as assigned

Required

Prior experience as a project analyst in a related field is required
Strong understanding of project management and data analysis
Proficient in computer technology and Microsoft Office applications
Working knowledge of applicable laws and standards pertaining to city government
Excellent verbal and written communication skills
Strong analytical and problem-solving abilities
Exceptional research and reporting skills
Flexible to work long hours as required to meet project deadlines
Leadership skills with proven experience managing a small team
Strong analytical skills
Proficiency in mathematics and the skill to translate complex mathematical information into understandable reports
Strong oral and written communication skills
Report writing and presentation skills
Possession of a valid Class C motor vehicle operator's license from the State of California

Preferred

A master's degree is preferred
The ability to speak Spanish is highly desirable

Benefits

VACATION: New employees shall accrue 80 hours per year. Certain sell back provisions apply in accordance with the City’s Fringe Benefits and Salary Plan.
EXECUTIVE LEAVE: Management employees shall be entitled to take three (3) days of executive leave per fiscal year, in accordance with the City’s Fringe Benefits and Salary Plan.
HOLIDAYS: Employees receive twelve (12) scheduled holidays per year, plus one (1) floating holiday (pro-rated for New Employees based on hire date).
SICK LEAVE: Employees receive twelve (12) days of sick leave per year (120 hours). Certain sell back provisions apply in accordance with the City’s Fringe Benefits and Salary Plan.
AUTO ALLOWANCE: $350 per month, Subject to City Manager Approval/Recommendation.
RETIREMENT: The City participates in the Public Employees Retirement System (CalPERS), and has pension formulas 2% at age 60 or 2% at age 62 as determined based on provisions of the California Public Employees’ Pension Reform Act of 2013 (PEPRA). The City pays the employer share of the pension cost.
MEDICAL: The City shall contribute an amount up to 100% of the coverage amount for the Kaiser Permanente plan that corresponds to the employee’s coverage needs.
DENTAL: The City contribution shall be based on the average premium amount (between HMO and PPO) in accordance with the employee's coverage needs.
VISION: The City shall contribute 100% of the coverage amount that corresponds to the employee’s coverage needs.
LIFE INSURANCE: The City provides a $100,000 term policy.
EDUCATION REIMBURSEMENT: The City reimburses employees for 50% of the cost of tuition up to a maximum of $2,500 per employee per fiscal year.
DISABILITY: The City provides long-term and short-term disability policies. 100% of the premium coverage is paid by the City.
BEREAVEMENT LEAVE: Four (4) days of leave with pay upon the death of immediate family member.
WORK SCHEDULE: 4/10 Plan
OTHER: Other pay and benefit items apply to certain positions or assignments.
