Inspector General

The City of Richmond's Office of Inspector General is seeking an experienced Inspector General to lead the City’s efforts to promote transparency, accountability, and integrity across all municipal departments and agencies. The Inspector General is responsible for conducting independent investigations, audits, and reviews to detect and prevent fraud, waste, abuse, and misconduct in City government operations and programs.

Responsibilities

Plan, direct, and oversee investigations and performance audits involving fraud, waste, abuse, and corruption within City government
Receive and evaluate complaints or allegations from employees, citizens, vendors, or elected officials
Maintain an anonymous and confidential reporting system (hotline or web-based tool)
Collaborate with law enforcement, internal audit, legal counsel, and ethics/compliance entities when necessary
Recommend improvements to strengthen internal controls, compliance, efficiency, and ethical conduct
Prepare public reports on findings, corrective actions, and follow-up reviews
Ensure compliance with all applicable laws, professional auditing/investigative standards, and best practices
Develop and maintain policies, procedures, and risk assessment tools for investigative functions
Establish and maintain collaborative relationships with federal, state, and local law enforcement agencies as investigations require
Demonstrate expertise in managing classified and confidential materials in accordance with established protocols
Attend and provide necessary status updates in Audit Committee meetings
Possess thorough knowledge of Freedom of Information Act (FOIA) requirements and procedures
Maintain current understanding of human resources laws, regulations, and best practices
Apply legal frameworks appropriately to investigative processes and reporting obligations

Required

Bachelor's Degree in accounting, auditing, economics, business, criminal justice, public administration, or a related field
Ten years of progressively responsible related experience that includes significant management and supervisory experience
Special conservator of the peace powers under State law or the ability to obtain the credential within one year of employment
Knowledge of computer programs such as Microsoft Office Suite
Knowledge of electronic databases and related software applications such as RAPIDS
Knowledge of emergency management operations
Knowledge of financial management
Knowledge of general sense of federal regulations in area of the Inspector General's Office
Knowledge of human resource management
In-depth knowledge of accounting, finance, and economics
In-depth knowledge of area, department, or division of focus
Knowledge of local, federal, and state laws and policies
Knowledge of operating processes of the Inspector General's Office
Knowledge of policies and procedures
Knowledge of project management
Knowledge of Richmond community awareness and values
Knowledge of ROI model
Knowledge of services that can be provided by technology as well as the contractors and consultants in the field

Preferred

A Master's Degree in a field directly related to assignment may be preferred
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
