Responsibilities

Supervising and coordinating the construction, installation, maintenance, repair, and regulatory compliance of the City’s natural gas utility services work and distribution systems
Scheduling and coordinating required and regulated training for subordinate staff
Reviewing work
Participating in hiring processes
Initiating disciplinary actions
Evaluating employee performance
Overseeing contractors
Handling difficult customer and public contact situations
Performing related duties as required
Planning, developing, and training Energy Resources Department (ERD) and contract employees in regards to regulatory requirements for gas and electric system operations
Managing apprenticeship programs and other related training programs
Conducting needs-analyses of training material and associated regulatory programs to ensure compliance
Developing training programs and modules used to train internal and contracted employees on the safe operation and repair of gas and electric utilities
Maintaining department training records and professional development hours for ERD employees
Ensuring the timely installation and construction of utilities infrastructure prior to land development and the timely maintenance and repair of existing utilities infrastructure
Coordinating materials for construction jobs
Redesigning project plans to fit the physical condition of the job site
Coordinating emergency repairs with the media, fire department, business owners, and others
Supervising assigned staff in the installation, maintenance, and repair of gas regulators and meters
Enforcing the specifications and standards of the natural gas distribution system
Coordinating all work activities required in the relocation of City gas services
Exercising considerable initiative and independent judgment in resolving day-to-day operating problems
Performing the Pipeline and Hazardous Materials Safety Administration (PHMSA) emergency response functions by receiving gas leak notifications, assessing their severity, and determining appropriate action

Required

Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Engineering, Business Administration, Business Management, Organizational Management, or related field
Three years full-time employment in at least one of the following technical gas utility areas: regulatory safety compliance including design and implementation of training programs; design; construction; maintenance; repair; operations; leak survey; or corrosion control
Two years of lead or supervisory experience in a gas utility or related field
Experience must be in one or more of the following components: gas mains, city gate stations, pressure regulator stations, gas service lines, gas meters, or SCADA systems
Must possess a valid Class D Arizona Driver's License by hire or promotion date
Must be able to successfully complete the City of Mesa's operator qualification requirements within six months of hire or promotion date
Must complete Department of Transportation (DOT) Reasonable Suspicion Training for supervisors within 30 days of supervisory assignment of DOT safety sensitive employees
Must successfully complete National Incident Management System (NIMS) 700 training within six months of hire or promotion date
This class is subject to DOT drug and alcohol testing as outlined in 49 Code of Federal Regulations (CFR) Part 199 for PHMSA
Subject to DOT Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing as outlined in 49 CFR Part 382

Preferred

Thorough working knowledge of CFR, Part 192, as it applies to the construction and maintenance of a large natural gas distribution system
Membership or affiliation with organizations such as the American Gas Association (AGA)
