Environmental Programs Manager
NEOGOV is seeking an Environmental Programs Manager to promote environmental stewardship in alignment with the City of Victoria's goals. The role involves overseeing public outreach, education, and program management related to solid waste services and managing the Executive Director responsibilities of Keep Victoria Beautiful.

Responsibilities
Promote environmental stewardship as it relates to City of Victoria departmental goals - including recycling and all solid waste services
Serve as Executive Director of Keep Victoria Beautiful (KVB)
Manage the yearly budget for KVB
Organize and coordinate KVB programs, including four large annual clean-up events, volunteer appreciation events, beatification grants, annual fundraiser, public art projects and 10-15 smaller community clean ups
Manage KVB’s affiliate requirements and programs related to Keep Texas Beautiful
Identify, apply and manage program grants and donations in coordination with the City’s Grants Administrator
Lead public engagement efforts for all solid waste services, including working with area schools and other organizations
Manage the online Waste Wizard online search tool
Coordinate with Environmental Services Director in the preparation and administration of the division’s annual operating budget
Support departmental goals by assisting with administrative tasks and outreach responsibilities
Coordinate with other divisions within Environmental Services on programs and projects
Coordinate with other departments within City of Victoria on environmentally related programs and initiatives – in particular Public Works and Parks Departments
In coordination with Environmental Services Director, work with city’s communication team on public promotion and messaging
Coordinate with state and county entities on clean ups and related programs – including TCEQ, TxDOT and Keep Texas Beautiful
Work with the city’s communication team as needed on emergency communications related to debris management
Qualification
Required
Bachelor's degree in public relations, education, environmental science or related field AND two (2) years of public relations related experience, OR an equivalent combination of education, training, and experience
A valid State driver's license is required
Knowledge of applicable local, State, and Federal laws, codes, regulations, and ordinances
Knowledge of general office policies, procedures, and practices
Knowledge of records maintenance and retention practices and procedures
Knowledge of proper grammar, spelling, and punctuation
Knowledge of project and time practices and methods
Knowledge of marketing and outreach practices and methods
Knowledge of recycling and solid waste industry and practices is a plus
Skill in reading and accurately interpreting materials including Federal and State regulations, code books, contract documents, and technical manuals
Skill in organizing work and setting priorities to meet deadlines
Skill in interpreting, explaining, and applying TCEQ, EPA, USDOE, and SECO policies and procedures
Skill in interacting tactfully and professionally with City staff, outside agencies, and the public
Skill in typing and entering data with speed and accuracy
Skill in maintaining accurate records and filing systems
Skill in preparing clear and concise reports
Skill in communicating effectively both verbally and in writing
Skill in establishing and maintaining effective working relationships
Skill in public speaking across a wide variety of contexts
