Projects and Grants Specialist (Term-Limited Position)

The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the San Francisco Bay Area. The Projects and Grants Specialist will support the implementation of regional initiatives related to housing and transportation planning, focusing on grant administration and project management for various planning grants. This role requires strong organizational skills and the ability to manage multiple projects while ensuring compliance with funding requirements.

Responsibilities

Support funding tasks as a grantee and grantor (e.g., request funds, program funds)
Monitor existing grants and funding portfolio
Fulfill monthly/quarterly grant requirements
Interpret and apply federal, state, regional, and local policies, procedures, and regulations
Develop templates/checklists for fund source compliance
Prepare extension requests
Assist Project Managers with purchasing/procurements
Preparation of contracts
Planning, research, and analysis
Internal and external communications
Presentation preparation
Project and event planning and outreach
Scheduling and supporting meetings (Microsoft Outlook and Zoom)
Records management
Funding and project tracking
Budgeting

Required

Grant administration experience as both a grantor and grantee
Manage multiple critical tasks with conflicting priorities and/or deadlines
Proactively plan and organize work; prioritize and follow-up on work assignments and coordinate multiple assignments with minimal supervision
Establish and sustain relationships with internal business teams, stakeholders, and agency partners
Work independently, as well as collaboratively, in a team environment
Respond to changing demands and changes in direction with flexibility and agility
Think critically and strategically, ask questions, consider alternatives, and make informed recommendations and decisions
Escalate risks and issues and keep supervisor and/or management informed of task progress
Skilled with Microsoft Office programs, including Microsoft Word, Excel, PowerPoint, and Adobe software
Proper use of the English language -- spelling, punctuation, usage and grammar for effective business writing, formatting, and presentation of materials and documents
Communicate clearly, positively and effectively; both verbally and in writing
Equivalent to a bachelor's degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, business or public administration, or a related field and five (5) years of increasingly responsible professional experience administering programs in a field related to assignment area

Prior experience in contract administration and program oversight
Knowledge of federal contracting requirements and procedures
Data analytics
Geospatial analysis
Proficiency in and comfort with scripting languages like Python and experience with data scripting and analysis

Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
