Business Manager – Water Utility

Responsibilities

Manage financial performance of the Neenah Water Utility to ensure long-term financial stability
Ensure financial activities comply with GAAP, GASB, and Wisconsin PSC regulations
Prepare and file financial and operating reports with state departments
Oversee annual capital and operating budgets; assist with annual audit preparation
Collaborate with Director and Public Works to develop/manage capital improvement and asset management plans
Analyze financial impacts of operations and prepare rate applications as needed
Conduct business case analysis for new ventures to improve revenue, efficiency, and customer service
Develop and maintain customer satisfaction program with performance metrics and response strategies
Lead community outreach strategy aligned with the Utility’s strategic plan and rate strategy
Monitor and provide input on water industry legislation at the state level
Research and recommend new technologies for billing, customer service, metering, and communications
Optimize front office, phone center, billing, and metering operations for financial and customer satisfaction goals
Establish and update policies/procedures for finance, billing, customer service, metering, and communications
Manage Cross Connection Control program; ensure compliance with EPA, DNR, and DSPS regulations
Oversee meter and inventory reporting/documentation
Optimize performance of field operations, including cross-connection, metering, and leak detection
Perform other related duties as assigned

Required

Bachelor's Degree in Managerial Accounting, Business Administration, or related field
Five to seven years of progressively responsible experience in utility management, accounting, or business management; three years in a departmental/management capacity
Customer care experience and business case analysis required

Master's Degree preferred
Utility experience preferred
