Responsibilities

Assuring the adequate provisioning of supplies, equipment, material and services to a State department or large agency
Purchasing and typically, for other functions such as storage, distribution and inventory management
Knowledge of State laws, rules, regulations, policies and practices in purchasing
Conducting research and studies on products, testing, evaluating and reporting on alternative products
Assessing user needs and circumstances including operational requirements, policies, agency procedures and related requirements
Evaluating unique user situations and concerns, analyzing and evaluating documentation, justifications, terms and conditions of purchases
Developing or reviewing and assuring the development of technical specifications which describe the desired product, material, equipment or service

Required

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Education: Graduation from an accredited four-year college or university with a bachelor's degree
Specialized Experience: ONE (1) and ONE-HALF (1 1/2) years of progressively responsible work experience in purchasing which involved working with users and vendors to identify, clarify and specify requirements for products, materials, equipment or services
The Procurement and Supply Specialist III must have had at least six (6) months of experience in each of the areas specified in A OR B above, AND at least one (1) year of experience in dealing with purchases of a moderately complex and complex nature
Knowledge of purchasing methods and techniques
Ability to interview users, vendors and others regarding user requirements
Ability to conduct pertinent research regarding unique user requirements and characteristics of desired products, equipment, materials, etc
Ability to assess user needs and circumstances including operational requirements, policies, agency procedures and related requirements and conduct analyses to identify and recommend specific products most appropriate for the agency/organization's needs
Ability to evaluate unique user situations and concerns, analyze and evaluate documentation, justifications, terms and conditions of purchases and develop or review and assure the development of technical specifications which clearly and appropriately describe the desired product, material, equipment or service
Ability to assess unique user situations to foresee problems which may arise in the execution, administration or termination of the purchasing agreement, and the ability to recommend/develop terms and conditions and other special requirements accordingly
Familiarity with concerns collateral to purchasing in assuring the provisioning of an assigned organization or agency including storage and distribution concerns and inventory maintenance
Supervisory Aptitude: Applicants must possess supervisory aptitude
Driver's License: Some positions require possession of a valid driver's license at the time of appointment
Lift and Carry: Some positions require the ability to lift and carry objects of various weights with or without reasonable accommodation
Special Requirement: Some positions require applicants to be certified as a competent operator of electric-, gas- and propane-powered forklifts within six (6) months from the date of hire
