Responsibilities

Provide management, fiscal, and administrative support to the City Treasurer’s Office
Conduct comprehensive financial, managerial, and operational analysis
Develop recommendations to improve processes, programs, and financial efficiency
Lead and participate in projects requiring advanced analytical skills and independent judgment
Ensure work activities align with established management objectives and organizational priorities
Performs advanced professional financial, managerial and/or operational analysis work; supervises and oversees paraprofessional and professional staff in assigned area; may assist in training staff and serving as a lead worker
Provides programs management in assigned area; provides analytical support and coordination of special projects, as assigned
Responds to inquiries from internal and external customers; conducts research and assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and provides project staff support
Monitors and ensures compliance with policy, procedures, standards and/or regulations
Gathers information, analyzes and compiles data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, and presentations
Participates in the development, implementation, monitoring and evaluation of assigned division, program, and/or project budgets and expenditures
Provides procurement recommendations and assists in purchase acquisitions
Performs other duties of a similar nature and level as assigned
Providing financial reporting and analysis in accordance with Generally Accepted Accounting Principles (GAAP)
Preparing financial reports, including the monthly Government Code Section 41004 report
Reviewing and approving requisitions for the City Treasurer’s Department
Overseeing daily operations, or projects of the City Treasurer’s Department
Lead project development, design, coordinate and implement programs
Serves as second level of approval for expenditures and support documentation for the City Treasurer’s Department
Perform professional advanced journey-level analysis policy support and program/project administration
Manage projects
Conduct financial analyses
Prepare agenda items for City Council
Prepare complex reports

Required

Bachelor's degree in business administration, finance, accounting or related field
Three (3) years of journey-level professional experience in area of assignment

Benefits

Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; “Classic” members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates: Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.
Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation: The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings: The City contributes 1% to a retirement health savings account.
Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental: Employees can choose from a variety of medical plans provided by the City.
Holidays: The City observes 12 holidays per year.
Life Insurance: City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5000 per fiscal year.
