Responsibilities

Supervise daily terminal operations including planning, managing and supervising all vessel loading and discharge as well as all yard operations
Supervise daily rail operations including planning, managing and supervising all incoming and outgoing trains
Coordinate rail placement and movement of rail cars on Port property including supporting bulk operations for Berth 2, Berth 5 and project cargo for Berth 6 and 7
Implement policies, procedures, and operating practices to meet the daily demands of the operations department
Communicate daily with stakeholders regarding operations including hiring the appropriate manning, planning around other cargo projects and instructing foreman and supervisors on customer and Port expectations
Supervise steady workforce including assigning tasks to support the preparation, set up, tear down and clean-up of project not covered in hiring for daily terminal operations
Evaluate productivity and efficiency of cargo handling and make recommendations to leadership to improve future cargo handling opportunities
Collaborate with the Manager of Marine Terminals and other Port staff to plan, develop, and implement methods and procedures to handle new cargoes, improve operations, minimize operating costs, and effect greater utilization of labor, equipment, and materials
Keep abreast of new developments in cargo handling techniques and recommend capital improvements as necessary
Compile and maintain department records for use in hiring, handling, and supervision of cargo projects including vessel schedules, daily activity and equipment needs, ILWU payroll, billing instructions, and other necessary reports and documentation in connection with the movement of cargo
Document cargo damage with both the operations team, Port staff, and customers
Ensure compliance and enforcement of safety, security and environmental policies and procedures, including without limitation, policies and procedures for the safety and security of Port operations, Port employees, and hired union labor from Local 92, 40, and 21
Complete incident report paperwork and file with the appropriate team members
Document and report on unsafe working conditions and potential risks to the Safety Manager

Required

Bachelor's degree in marine operations, operations management or a related field
A minimum of five (5) years' experience in marine terminals operations and shipping
An equivalent combination of education and experience
Opacity Certification (within one year of hire)
Obtain and maintain TWIC credentials (upon hire and throughout employment)

Preferred

Supervisory experience in a unionized environment is preferred
Knowledge of railroad software systems is preferred
Understanding of lifting and rigging is preferred

Benefits

Vacation: Full-time Port employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 240 hours per year, depending upon length of service.
Sick Leave: Sick leave is accrued by full-time Port employees at the rate of 8 hours per month.
Holidays: Employees receive 11 paid holidays (at 8 hours each) annually, plus floating holidays.
Retirement: Eligible Port employees are mandatory members of the State of Washington Public Employees Retirement System (PERS). New employees have a choice between PERS Plan 2 and PERS Plan 3. Both the Port and the employee contribute to the system.
Deferred Compensation: Employees may participate in by making contributions to this tax-deferred retirement account.
Insurance Plans: Each fulltime employee is covered by full-family insurance (if eligible), paid for by the Port. This insurance includes medical, dental and vision coverage.
Group Life Insurance: The Port provides coverage to fulltime employees in the amount of 200% of your annual salary, to a maximum of $400,000 life insurance.
Port will contribute monthly to a HRA VEBA account.
