EMS Captain - Administration

Responsibilities
Assists with oversight of the daily administrative operations of the Emergency Medical Services Division in accordance with Federal, State and County laws, regulations, policies, and procedures
Assists in the administration of daily field operations of the Emergency Medical Services Division
Assists the EMS Chief and Assistant Chief in establishing policies and procedures to ensure compliance with licensing and certification requirements for the County’s Emergency Medical Services Division employees
Supervises, assists, and evaluates performance of Medical Duty Officers
Provides operational support in the field as a supplemental support unit/provider as assigned
Works with the Training Coordinator and EMS MDO’s (Medical Duty Officers) to coordinate training and educational opportunities and assures personnel receive the appropriate training as required by their job descriptions and departmental needs as well as coordinating the evaluation of providers in the clinical and operational setting to assure core competency
Mentors, leads and guides others as part of organizational succession planning
May assist with internal EMS investigations related to complaints, policy/procedures; recommends corrective actions to the Chief and Assistant Chief of EMS
Participate in the management and provision of the Quality Assurance Program of the EMS Division
As requested, assists with evaluating the 9-1-1 EMS system/services through a combination of data collection and direct observations as well as conduct research and analysis of current and future 911 EMS issues and trends for the continuous improvement of the program and Department
May act for the Assistant EMS Chief in his/her absence
Demonstrates a thorough understanding and application of COMAR regulations
Serves as the narcotics control officer for the county, managing the ordering, inventory, and quality control of the controlled substances policy in accordance with standards set by the Jurisdictional Medical Director, State of Maryland COMAR and federal DEA regulations
May attend various evening meetings, conferences, workshops, and training sessions, as needed
May represent the Department of Emergency Services at various local and state level functions
Performs general clerical tasks, which may include answering telephones, relaying messages, using various office equipment (Fax machine, copier, projector, etc.)
Performs other related job duties as assigned
Responds to citizen questions and inquiries in a courteous and timely manner
Upon request, coordinates with local law enforcement agencies on various issues concerning Emergency Medical Services
Performs the duties of a Paramedic and EMT as necessary, providing non-emergency and emergency lifesaving interventions
Performs related work as required
Qualification
Required
Associates degree with a major in Fire, EMS, Public, Educational or Business Administration or equivalent. Additional years of management experience will be considered as substitution for education
Three years (3) of experience in the within the field of Emergency Medical Services that includes at least two (2) years of experience as a manager or supervisor and be able to meet all requirements for the 'Paramedics classification' in St. Mary's County or demonstrate an equivalent combination of education, experience, and training
National Registered Paramedic, Maryland Paramedic License or ability to obtain reciprocity within 60 days of hire, Advanced Cardiac Life Support, CPR, Pediatric Advanced Life Support, Emergency Vehicle Operators Course, Hazmat Operations, ICS 100, 200, 300, 400, 700, 800. Note ICS 300 and 400 may be obtained within one year of employment
Must have a valid driver's license
Negative drug screen
Successfully pass a physical, hearing and vision exam
Successfully pass a psychological fitness examination with favorable results
Successfully pass an extensive background investigation with favorable results
Position is classified as safety-sensitive and shall be subject to random drug and alcohol testing
Must possess a Maryland Paramedic license, or have the ability to obtain reciprocity of a Maryland Paramedic licensure within 60 days of hire
Must have National Registry Paramedic Certification
Must be able to work rotating shifts, including nights, holidays and weekends when necessary; be available on an on-call basis; work irregular duty assignments; wear a uniform and safety equipment; work outside in inclement weather; work under undesirable and hazardous conditions; conform to department grooming standards; successfully pass a background investigation; work alone; attend educational sessions as required; limited travel may be required
