Responsibilities

Manages and directs the activities of a large staff responsible for maintaining and repairing a diverse fleet of vehicles, ensuring effective service delivery to the County
Participates in personnel functions, including advertising vacancies, hiring, training, promoting, and administering disciplinary actions
Develops and maintains Fleet Operations policies and procedures, ensuring compliance with applicable County ordinances and regulatory statutes
Conducts continuous research and reviews technological advancements and equipment developments to assess current and future needs of the County automotive fleet; stays updated with Original Equipment Manufacturer (OEM) technical service bulletins, factory advisories, and recall notices
Ensures the proper, safe operation, efficient mechanical integrity, and maintenance of vehicles in the County’s fleet
Implements, directs, and monitors the performance of predictive and preventative maintenance programs, including vehicle capital acquisitions, fleet replacement and disposal actions, fuel programs, motor pool operations, and cost control programs
Evaluates and maintains warranty compliance and manages the in-house warranty program
Maintains the fleet information database, including maintenance records, for analysis and monitoring of all scheduled maintenance, parts inventory, contracted services, and associated costs
Oversees the administration, maintenance, and management report-generating capability of an automated Fleet Information Management System and the Central Parts Warehouse
Acts as a customer service liaison with other County departments
Attends and actively participates in training sessions and committee meetings
Follows up on accident reports and repairs with County and local law enforcement and management personnel; coordinates with Safety and Risk Management to ascertain insurance reimbursements for recapitalization of vehicle assets involved in accidents
Responds to questions, comments, and requests in a courteous and timely manner
Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions
Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems
Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities
Sets up and maintains GeoTab-GPS database
Performs other duties or assumes other responsibilities as apparent or assigned

Required

High School Diploma or GED and a minimum of six (6) years or more of professional work experience in Fleet Management, Logistics, Operations or cost management, with a background in supervising staff or managing a fleet
Undergraduate Degree in Business Administration, Logistics, Supply Chain Management, or related field of study and a minimum of two (2) years of professional work experience with a background in supervising staff or managing a fleet
Minimum of four (4) years of work experience in Fleet Management, Logistics, Operations or cost management, with a background in supervising staff or managing a fleet may be substituted for Undergraduate Degree
Must have substantial knowledge of Faster, Ward, and Mansfield Fleet & Fuel Management Software and GPS systems required
Must have a thorough understanding of local, state, and federal transportation regulations
Proficient in Microsoft Office Suite
Must possess a valid SC Drivers license (or obtain within three (3) months of hire) and meet the requirements of the County's motor vehicle policy
Position may require a Commercial Driver's License
