Payroll Accounting Technician

Halifax Community College is seeking a Payroll Accounting Technician to join their Business Office. The role involves processing payroll for part-time and full-time employees, ensuring accuracy, and submitting required financial reports in a timely manner.

Responsibilities

Compute and process all payrolls to ensure accuracy and that all deadlines are met
Verify, compute, and process all departmental payroll data; enter hours to be paid; resolve any discrepancies with each department
Ensure that the proper payroll account code is used for all employees (full-time & part-time)
Enter deduction and insurance changes as needed for monthly payroll
Compute and electronically transmit direct payroll deposits to include preparation of deposit notices for the employee and verification with bank
Reconcile all benefits deduction invoices with employee deductions and process deduction vouchers to ensure payments are submitted on a monthly basis
Prepare and submit all retirement and tax reports to include federal withholding deposits, state withholding deposits, and all monthly and quarterly tax reports in accordance with all federal, state, and local regulations and guidelines
Research and resolve payroll problems and discrepancies
Prepare payroll journal entries monthly
Update tax tables and retirement rate in Colleague annually
Prepare calendar year-end payroll reports, including W-2 reporting and 941
Compile financial reports and prepare annual Worker’s Compensation audit
Transmit information to ORBIT retirement system by due date
Prepare reports for fiscal year-end purposes to include payroll accruals, leave accruals, and any other payroll related reports
Complete reports as required by the NCCCS, the NC State Auditor, the NC State Controller, and other governmental agencies in a timely manner
Keep informed of payroll changes and prepare and plan implementation of changes as required
Maintain spreadsheet for fiscal year with payroll and retirement amounts that is used for fiscal year-end financial statements
Monitor outstanding payroll checks monthly and notify employees that checks must be cashed on a timely basis to avoid escheating monies
Reconcile payroll clearing accounts monthly
Document payroll processes and update as needed
Cross train in accounts payable and serve as back up
Responsible for quarterly wage reporting to Employment Security Commission for Unemployment Insurance purposes
Work closely with other members of the college to maintain accreditation standards with the Southern Association of Colleges & Schools (SACS) and other program accrediting bodies
Support the mission of the College and Financial Services Department
Perform other duties as assigned
Must maintain current knowledge of programs, trends, and new developments in governmental accounting
Must complete ethics training every two years
Must receive required hours of professional development as set forth in the Halifax Community College Personnel Manual
Serve on various College committees, as assigned
Must be able to work in a fast-paced college office environment
Must demonstrate interpersonal skills applicable to working with diverse groups of employees, students, and outside constituents
Must provide excellent customer service to internal and external customers
Frequently requires standing, sitting, and walking
Occasionally requires lifting (5-10 pounds), repetitious finger and wrist movement, and reaching both high and low
Additional hours during the week may occur during year-end reporting and fiscal year end close out
Generally, this employee must be able to operate office equipment such as personal computer, fax machine, photocopier, and calculator

Required

Bachelor's Degree in Accounting or other business-related field from an accredited four-year university and one year of payroll experience; OR an Associate's degree in Accounting or Business Administration with three to five years of experience in payroll accounting
