Public Services Specialist (Parks and Roads)
NEOGOV is seeking a Public Services Specialist to join the Village of Bald Head Island's Public Works Department. The role involves performing a variety of maintenance, repair, and construction tasks on streets, parks, and other public facilities, ensuring the upkeep and functionality of community infrastructure.

Responsibilities
Operates construction equipment such as dump trucks, flail mower, loaders, tampers, trenchers, air compression driven equipment, and other related light and medium equipment; performs preventive maintenance and minor repairs to equipment
Participates in asphalt and concrete repair to streets, sidewalks, walkways and other street facilities
Repairs, maintains and cleans storm sewers and ditches
Installs and repairs wayfinding signs; installs and repairs beach access fence and other fences
Participates in mowing, mulching, planting, fertilizing, irrigating, pest control, and other landscape and vegetation maintenance tasks for right-of-ways and parks
Assists with or makes plumbing, electrical, HVAC and carpentry repairs and/or light construction projects; cleans buildings, paints, replaces light bulbs, arranges furniture, and performs other building and facility maintenance and repair tasks
Monitors recycling containers to ensure proper disposal of trash and recyclable materials. Installs, maintains and repairs irrigation systems
Participates in the set-up, take down and cleanup of various seasonal facilities and structures
Operates back hoes to remove sand from sea wall, remove debris and tires from the beach, and bury dead marine animals
Operates street sweeper and tractor with side arm mower; operates bucket truck to install and remove banners and decorations
Participates in storm clean up, removal of debris, and repair of facilities. Operates mosquito spraying equipment
Cleans and removes trash and items from the beach
Participates in animal control including removal of dead animals and trapping wild and feral animals
Loads and transports trash cans for Village and rental events; may assist with setting up tables and chairs, and tents for events
Maintains simple records of work activities
Qualification
Required
Performs a variety of responsible unskilled and semi-skilled maintenance, repair, and construction work on streets, buildings, grounds, beach, parks, and storm water management systems
An employee in this class performs a wide variety of construction, maintenance and landscaping tasks in the repair and maintenance of streets and asphalt, sidewalks, drainage systems, parks and beaches, and Village buildings and grounds
Work involves repairing cracks, potholes and shoulders on island asphalt roadways; mowing grass, weed eating, and edging; trimming overhead trees using a flail mower and tractor; installing and repairing wayfinding signs; maintaining stormwater drains; cleaning beach and removing trash; maintaining the recycling center; collecting recyclable and other solid waste materials; participating in vector control; storm preparation and clean-up; and helping with preparation for various meetings and special events for the Village
Work requires the ability to operate a variety of tools and light, medium and heavy motorized equipment including weed eater, chain saw, pole saw, dump truck, tractor, backhoe, skid steer, chipper and a Village truck
Employees are subject working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils
Work may subject the employee to the final standards of OSHA on bloodborne pathogens
Work is performed under regular supervision and is evaluated through observation and inspection of work for adherence to instructions and standard trade and safety practices

Skill in the use of light to medium motorized construction and maintenance equipment and a variety of hand and construction tools
Ability to understand and follow oral and written instructions
Ability to establish and maintain effective working relationships with citizens, supervisors, and other employees and work effectively in teams
Ability to operate light to medium equipment with skill and safety
Ability to prepare simple written records of work activities
