Integrated Care Network Business Operations Manager

Responsibilities

Under the direction of the KCICN Administrator and in collaboration with internal and external partners, support the development, implementation, monitoring and communication of BHRD programs, policies and IT systems to achieve optimal operational efficiencies and meet contractual and regulatory requirements internally within BHRD and across the network of contracted Medicaid and non-Medicaid providers
Supervise the KCICN Project Management team, which includes 2 project managers and a project coordinator
Provide direction and leadership for projects managed by the KCICN Project Management team. Assign projects to staff and provide steering on project scope, timelines, deliverables and prioritization. Ensure communication with executive leadership and KCICN governance committees regarding project status and decision-making
Participate in creation and maintenance of KCICN Strategic planning partnership with BHRD leadership and KCICN governance committees
Attend and participate in all KCICN governance committees and act as facilitator as assigned; manage flow of topics and work through KCICN governance committees and act as subject matter expert on governance structure in the KCICN
Attend and participate as needed in all Managed Care Organization meetings as designated by the KCICN Administrator
The Business Operations Manager will bring together program leads from various BHRD teams to support implementation, design and integration of traditional managed care operations including, but not limited to the following: program development and implementation, managing operational questions and problem solving when needed, KCICN-specific provider payments and reconciliation; provider relations, training, capacity building and network management; eligibility and membership; identifying and clarifying business rules and reporting to administrative and regulatory agencies
Lead implementation, design and integration of new KCICN programs including adaptation to meet new regulatory or contractual requirements, program policy, program design, process improvements and data analytics
Manage communication regarding KCICN work in partnership with BHRD leadership
Oversee development and implementation of day-to-day KCICN functions, including implementation of standardized, scalable and sustainable processes that meet requirements for managed care requirements under contracts with HCA and MCOs, respectively
Support development and implementation of integration pilots, and coordinate and collaborate with external partners and stakeholders, including MCOs, to achieve identified outcomes
In conjunction with the BHRD Information and Data System Manager represent BHRD needs related to business rules and program design to the information system and operations staff and vendors
Collaborate with the BHRD Performance Measurement, and Evaluation team members and other Division staff as needed to detect and describe system-wide trends pertaining to quality
Collaborate with key external stakeholders, including managed care plans, behavioral health providers, State and regulatory agencies
Serve as a member of the BHRD Management Team
Perform other related duties as assigned

Required

Bachelor's Degree and/or at least 5 years of professional experience in public sector behavioral health, primary care health services, or within a health insurance plan; or an equivalent combination of experience, education and/or training that provides the knowledge, skills and abilities to perform the work
Strong experience in project management, including developing and managing project plans and tracking actions to completion
Strong facilitation skills, including demonstrated ability to coordinate and facilitate meetings with cross-sectors of subject matter experts, committees and key stakeholders
Experience working with healthcare or social service systems at the national, local, regional or state levels, including but not limited to systems that serve low-income & vulnerable clients
Knowledge of and experience with federal, state, and regional rules, regulations, and contract requirements pertaining to behavioral health managed care (e.g., RCW, WAC, Medicaid State Plan)
Knowledge of and experience with Medicaid managed care organizations in Washington State
Knowledge of and experience with substance use disorder and mental health services in King County and/or Washington State or equivalent experience in another state
Knowledge of, or experience with, formal provider relations functions and/or healthcare contracting
Proven ability to work effectively within individuals who may have markedly different perspectives
Strong written and verbal communication skills
Ability to manage multiple tasks simultaneously
Excellent interpersonal skills
Strong knowledge of Office365, Outlook, OneNote, Microsoft Teams and Excel
Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner

Preferred

Graduate degree with coursework in social or health care administration and or equivalent combination of experience and education
