Benefits & Leave Administrator
Puget Sound Educational Service District (PSESD) seeks a highly engaged and organized Benefits & Leave Administrator to serve as a primary contact for job-protected leaves and benefits administration. The role involves managing employee benefits, compliance, and providing guidance on HR laws and policies while supporting the agency's mission of equity in education.

Responsibilities
Administers leaves of absence (e.g., FMLA, WA PFML, ADA, Workers’ Compensation, return-to-work, etc.) for the purpose of ensuring responsive service, accuracy, and compliance with payroll timelines, PSESD policies/procedures, and state regulations
Administers state sponsored benefits programs (e.g., benefit enrollment, changes, billing/reconciliation, employee education, etc.) for the purpose of ensuring responsive service, accuracy, and compliance with payroll timelines, PSESD policies/procedures, and state regulations
Conducts meetings, workshops, and seminars that frequently involve a range of issues (e.g., employee orientation, staff development, telecommuting training, etc.) for the purpose of ensuring compliance with Agency, state, and/or federal requirements

Manages, monitors, and analyzes data for the purpose of supporting data-driven decisions and recommendations for business operations in support of Agency End and program objectives
Oversees and monitors variety of systems (e.g., HRIS, benefit vendor systems, shared work program, etc.) for the purpose of ensuring accuracy and adhering to legal and/or administrative requirements
Partners with Agency Leadership to identify, develop, and implement new or revised program initiatives for the purpose of aligning human resources services in support of program and Agency goals
Prepares a variety of reports, documents, and presentations (e.g., state-wide personnel report - S275, employment agreements, payroll reports, letters, Board reports, demographics, new employee orientation, trainings, etc.) for the purpose of documenting activities, providing written reference and/or conveying and disseminating information to appropriate parties
Recommends, develops, and/or presents written procedures, actions, or materials for the purpose of improving organizational effectiveness, providing information and written reference, documenting procedures and processes, and meeting goals and objectives
Researches a wide variety of topics (e.g., recruiting avenues, pending or new legislation, etc.) for the purpose of developing new programs/services, ensuring best practice and compliance with mandated requirements, securing information for planning, and/or providing accurate information
Responds to a variety of inquiries from staff, district personnel, and other external customers for the purpose of resolving problems, providing information, facilitating communication, and providing direction and clarification
Assist other personnel as may be required for the purpose of ensuring an efficient and effective work environment
Qualification
Required
Associate's or vocational degree with study in job-related areas in Human Resources, Organizational Development, and/or Compensation & Benefit Administration, and related field and recent benefit and leave administration experience
High school diploma/GED and progressively responsible recent benefit and leave administration
Benefits Administration, Billing, Reconciliation Experience
Professional experience in Leave Administration and Compliance (FMLA, WA PFML, WC, ADA etc.)
Strategic Management and Business Consultation Experience
Solid knowledge of state and federal regulations
Strong analytical skills
Proficient use of Excel
Preferred
Experience with data collection and analysis
Professional experience training and/or group facilitation
Experience administering School Employee Benefits (SEBB) or Public Employee Benefits (PEBB)
Experience with SharePoint, HRIS, & electronic file management
