Water Distribution/Waste-Water Collection Supervisor
NEOGOV is seeking a Water Distribution/Waste-Water Collection Supervisor for the Village of Ruidoso. Responsibilities
Regular attendance is an essential function of this job to ensure continuity of services
Performs on-site inspections of line construction and repairs, inspects water and sewer taps along with system construction performed by contractors in new developments, marks utilities for other construction operations, may work in confined spaces, and responsible for maintenance of assigned vehicle
Performs duties of employees supervised as needed
Sometimes performs duties in adverse weather and under hazardous traffic conditions
Performs a variety of public relations functions including providing service information to contractors, plumbers, and property owners, and responding to customer complaints and service needs
Maintains records of maintenance operations, Notifies GIS tech for map updates for system construction and modifications
Maintains inventory of materials and equipment and oversees maintenance of equipment and grounds
Primary designation of job responsibilities will be decided by the Utility Manager and those primary responsibilities will be either Wastewater Collection or Water Distribution area and the supervisor will need to be able to function in both areas as a supervisor to cover big projects, vacations, sick, or other leaves
Supervises the Water Distribution and WW Collections areas in the department such as but not limited to supervision of employees, troubleshooting of water and collection problems and using specialized sewer cameras
Recommends to Utility Manager the hiring, firing, and disciplinary action of employees, evaluates subordinates, and may make recommendations during the preparation of department budget; may handle department purchasing projects or procedures
Attends all regular meetings of the Village Council; attends special meetings of the Village Council, departments, or administration at which attendance may be required
Assists in the training of the Village personnel in utilities systems and techniques
Performs complex research and prepares associated reports on water and sewer issues impacting the Village of Ruidoso to the Utility Director and Management
Addresses citizen complaints and resolves problems
Ensures that staffs are properly trained to perform essential job functions and to work safely which includes guiding and developing employees and oversees safety issues
Responsible for a maintenance program for assigned vehicles and special equipment for the water distribution/sewer collection division; ensures equipment is operational and properly maintained
Completes personal timesheet accurately and timely enters time Employee Self Service software daily/weekly and ensures time is reported based on actual time worked
Ensures proper purchasing procedures are followed; ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions; ensures any reports of harassment are immediately reported and appropriate actions are taken; ensures compliance with all Village of Ruidoso policies and procedures including but not limited to Procurement, IT, Personnel Manual, Safety Manual etc, and reports any suspected fraud and/or abuse to the Utility Manager, Public Works Director, or Village Manager

Qualification
Required
High school education or equivalent required
Three years water distribution/sewer collection experience required including three years of supervisory experience required
Must be able to pass criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency 'Drug Free' Policy
New Mexico Water Distribution II certification or Water Systems II certification required
Must possess and maintain valid Class B New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required
Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law
Knowledge of the Ruidoso Municipal Code pertaining to water and wastewater
Knowledge of Water/Wastewater Department policies and procedures
Knowledge of Village of Ruidoso purchasing and personnel rules and regulations
Knowledge of safety policies and practices for working in the public right-of-way
Knowledge of the theory and principles of water/wastewater transmission/collection systems
Knowledge of the practices and techniques of water/wastewater underground transmission and service line installation, maintenance, and repair
Knowledge of safety standards and industry guidelines/regulations for use of the tools, equipment, and materials used in the installation, maintenance and repair of underground transmission and collection lines, including pump stations and lift stations
Knowledge of the basic principles of employee training and supervision
Knowledge of the principles, methods, materials and tools employed in the repair and maintenance of pumps, motors, generators and related equipment
Knowledge of confined space entry
Knowledge of plumbing and principles
Skill in supervising the day-to-day operations of a water/wastewater distribution/collection system
Skill in reading blue prints and utility system maps
Skill in understanding and interpreting complex statutes, ordinances, regulations, standards, and guidelines
Skill in establishing and monitoring safety guidelines and procedures
Skill in supervising and training employees
Skill in communicating in person, in writing, and by telephone and using two way radio
Skill in supervising and performing day-to-day water treatment plant processes, tests, and procedures
Ability to balance a variety of duties, prioritizes, and meets deadlines
Ability to perform personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook
Ability to make fair and concise decisions
Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, Village officials and the general public
Ability to understand complex statutes, regulations, guidelines, and procedures
Ability to supervise and train employees
Ability to establish and maintain routine working relationships with citizens, contractors, and employees
Preferred
Additional preferred certification would be Wastewater Collection then a New Mexico Wastewater Collection Level II certification or Wastewater Systems II certification preferred
