C3EL is seeking a cleared Senior Project Manager & Site Lead to join our on-site team at Fort Shafter Flats in Honolulu, Hawaii. This position serves as the primary on-site leader responsible for overall contract execution, mission continuity, and the daily direction of enterprise IT operations.

Responsibilities

Serve as the on-site lead responsible for overall contract execution, mission continuity, and daily operations

Manage staffing, workload prioritization, task assignment, and performance tracking for all contract personnel

Act as the primary point of contact and liaison with government stakeholders, including the Contracting Officer’s Representative (COR)

Oversee all DIACAP and Risk Management Framework (RMF) certification activities and ensure program deliverables meet compliance and quality standards

Direct enterprise network and cybersecurity operations, ensuring consistent adherence to established SLAs and DoD policies

Support process improvement and standardization efforts across project management and operational functions

Provide strategic guidance to leadership and technical staff to maintain mission readiness and ensure successful contract performance

Prepare and deliver reports, metrics, and documentation to government stakeholders as required

Required

U.S. Citizenship

An active, in-scope US Government issued Secret clearance (Top Secret eligibility preferred)

Current DoD-8570 IAT Level 2 baseline certification (Security+ CE, or equivalent)

Minimum of six (6) years of experience in IT program management and enterprise operations leadership supporting a Network Operations and Security Center

Strong understanding of DoD acquisition and CHESS purchasing procedures, MPLS, DISA circuit management, and enterprise hardware/software integration

A minimum of a High School diploma or equivalent is required
