Program Manager 2/3 - Non-Technical (Production System Maturation)
Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. The Program Manager will provide programmatic and operational leadership across the Production System Maturation initiative, supporting enterprise-level projects that improve production readiness and organizational efficiency.

Responsibilities
Support day-to-day programmatic and operational management of assigned activities within the PSM portfolio
Assist in developing and implementing program goals, objectives, policies, procedures, and work standards
Monitor program operations to ensure compliance with established policies, completion of deliverables, and achievement of milestones
Assist with the development and monitoring of program budgets; analyze cost effectiveness and exercise cost controls
Prepare and deliver clear, concise, and informative briefings, reports, and presentations for Laboratory management and sponsors
Coordinate the integration of multiple projects into a cohesive program, aligning with ALDWP strategic objectives and production-readiness milestones
Lead strategic planning and oversight for assigned programs, with broad responsibility for execution and alignment with Laboratory and ALDWP mission objectives
Directly manage and allocate program resources; provide leadership and supervision to assigned program/project staff
Negotiate and manage high-level internal and external partnerships to ensure successful cross-organizational execution
Anticipate strategic changes and proactively position resources and priorities
Qualification
Required
Knowledge of program development and evaluation; experience implementing program goals, objectives, and standards
Experience monitoring program operations for compliance and effectiveness, including cost analysis and reporting
Skill in preparing presentations, reports, and other written materials
Advanced knowledge and demonstrated experience in strategic program management, including development of goals, budgets, and performance metrics for complex or multi-organization programs
Proven ability to lead and supervise staff, manage competing deadlines, and make independent decisions on sensitive or complex issues
Experience developing and maintaining partnerships with internal and external stakeholders
Proven ability to build coalitions, work across functional and organizational boundaries, and maintain positive relationships with diverse groups
Skill in negotiating, influencing, and managing expectations with senior stakeholders
Bachelor's degree and 5 years of directly related experience; or an equivalent combination of education and experience

Preferred
Experience working in production, manufacturing, or nuclear/high-hazard environments
Familiarity with continuous improvement, Lean Six Sigma, or organizational transformation frameworks
Familiarity with enterprise manufacturing and production support platforms such as Oracle Primavera P6, Solumina iBASE-t MES, Windchill Product Lifecycle Management (PLM), Oracle Material Requirements Planning (MRP), or other Enterprise Resource Planning (ERP) systems
Demonstrated success collaborating across internal and external partners, including DOE/NNSA and Nuclear Security Enterprise sites
Experience integrating safety, security, quality, and conduct of operations into program execution
Proven ability to communicate effectively across multiple levels of an organization, including preparing executive-level briefings and reports
