Responsibilities

Serve as a primary interface with internal and/or external customers to develop, negotiate, and define mission goals and deliverables aligned to PSM
Provide leadership and tactical planning for execution of technical portfolios, integrating safety, security, environmental compliance, quality, contractor assurance, and business imperatives
Develop and implement execution plans from conception through completion, monitoring cost, schedule, and performance against milestones
Identify and manage risks; recommend and implement mitigation strategies
Prepare and deliver clear, concise, and informative technical and programmatic briefings and reports for Laboratory management and federal sponsors
Support integration of multiple projects into a cohesive technical program, aligning with ALDWP's production-readiness goals and NNSA expectations
Exert significant latitude in strategic planning and portfolio execution across multi-organizational technical programs
Directly negotiate and manage high-level DOE/NNSA and enterprise partnerships, anticipating strategic shifts and positioning resources accordingly
Lead and mentor assigned technical and programmatic staff, building capability and cohesion across the PSM portfolio
Represent the Laboratory with delegated authority to negotiate scope, schedule, budget, and performance milestones for highly complex or sensitive efforts

Required

Working knowledge of program management for technical or operational work, including defining scope, schedules, budgets, and milestones; developing cost and schedule baselines; reporting variance; and managing change control and risk
Ability to integrate safety, security, quality, and regulatory compliance into program execution
Experience developing and nurturing effective relationships with internal and external customers and presenting program status and issues to diverse audiences
Advanced knowledge and successfully demonstrated experience in program management of complex technical portfolios; proven ability to anticipate strategic shifts and position resources
Demonstrated ability to negotiate, influence, and build consensus with high-level DOE/NNSA customers and other enterprise partners
Experience directing or mentoring multi-disciplinary technical staff while delivering on scope, schedule, and cost commitments
Proven ability to prepare and deliver clear and concise technical and programmatic presentations, reports, and correspondence
Experience building coalitions and fostering collaboration across multiple organizations and disciplines
Bachelor's degree in a technical or STEM field and 5 years of directly related experience; or an equivalent combination of education and experience
Bachelor's degree in a technical or STEM field and 8 years of directly related experience; or an equivalent combination of education and experience

Preferred

Experience in production, manufacturing, or nuclear/high-hazard environments
Working knowledge of enterprise manufacturing and production support platforms such as Oracle Primavera P6, Solumina iBASE-t MES, Windchill Product Lifecycle Management (PLM), Oracle Material Requirements Planning (MRP), or other Enterprise Resource Planning (ERP) systems
Demonstrated success integrating technical program work with institutional strategies and evolving customer needs
Knowledge of the DOE/NNSA complex and experience engaging with federal sponsors and Nuclear Security Enterprise sites
Experience with risk management frameworks and large-scale program controls
