Deputy Chief Compliance Officer
The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is a new agency focused on addressing affordable housing challenges in L.A. County. They are seeking an experienced Deputy Chief Compliance Officer to design, implement, and monitor compliance frameworks, ensuring integrity and accountability in all programs and initiatives.

Responsibilities
Oversee compliance with Senate Bill 679, Measure A, internal policies and procedures, and transitional guidelines
Create and update internal policies and procedures associated with LACAHSA’s compliance obligations
Proactively identify and mitigate compliance-related risks, in collaboration with legal and finance teams
Develop and implement ongoing compliance training programs for agency employees
Investigate any allegations of non-compliance
Qualification
Required
Bachelor's degree in Law, Public Administration, Business Administration, or a related field from an accredited University
15 years of progressively responsible compliance, audit, or regulatory experience, preferably within a public agency, housing, or nonprofit environment
Demonstrated expertise in developing and implementing compliance frameworks, internal controls, and risk mitigation strategies
Strong knowledge of federal, state, and local compliance requirements and public sector governance
Proven ability to communicate complex regulatory issues effectively to executives, stakeholders, and governing bodies

Technical Skills or Systems Knowledge (Microsoft 365 Suite, Excel, ERP, Sage, and Neighborly)
Experience with implementing compliance management systems
Preferred
Advanced degree (JD, MBA, or MPA) or relevant compliance certification (e.g., CCEP, CIA, CFE)
15 + years of progressively responsible compliance, audit, or regulatory experience, preferably within a public agency, housing, or nonprofit environment
Experience working within a start-up, public agency, or quasi-governmental organization
Familiarity with housing, finance, or community development compliance requirements
Experience designing agency-wide compliance systems aligned with legislation such as SB 679 and Measure
