Comptroller - Senior Counsel (ESA) (AMENDED)

The Texas Comptroller of Public Accounts is seeking a Senior Counsel for the Education Savings Account (ESA) Program. The selected attorney will be responsible for legal research, drafting legal documents, and providing ongoing support for legal issues related to the program.

Responsibilities

Perform legal research, interprets and applies state and federal laws, including, when necessary, review of all applicable statutory context, cases, AG opinions, rules, and legislative history. Provides clear, concise, timely and accurate legal advice to senior- and executive-level agency staff while establishing and maintaining effective working relationships. Assists with complaints and litigation
Draft well-written and well-researched legal memoranda and other complex legal documents. Reviews and revises agency forms, agency publications, and other agency documents to ensure accuracy and legal compliance
Draft in collaboration with agency subject matter experts, well-researched, clear and concise legislation and administrative rules
Draft clear and concise executive and other taxpayer and citizen correspondence
Contribute to special project research, analysis and reviews. Assists with special projects and other duties as assigned

Qualification

Required

Graduation from an accredited law school with a J.D. degree or equivalent degree
Seven (7) years of experience practicing as a licensed attorney in a position requiring advanced legal research in a complex area of law
Possess an active license in good standing to practice law in the State of Texas

Preferred

Experience researching a complex area of federal law
Experience researching federal constitutional law
Experience providing legal support to a grantmaking program
Experience providing legal support related to education law
Experience drafting legislation and administrative rules
