Assistant Manager, Community Relations

NEOGOV is seeking an Assistant Manager for Community Relations at the Metropolitan Airports Commission (MAC). Responsibilities

Assist the Manager, Community Relations in executing engagement opportunities in support of the department’s annual plan
Develop and maintain strong relationships and exchange information with community groups, city and township governmental representatives, regulating agencies and other stakeholders to inform decision making
Serve as the assistant technical advisor to the MSP Noise Oversight Committee (NOC), which entails preparing and presenting technical information at public meetings; assisting with the development and execution of the annual work plan; preparing and distributing analyses; preparing and reviewing agendas, memos and meeting minutes
Plan the strategy and format of quarterly NOC Listening Sessions and facilitate the meeting as the subject matter expert on noise issues for the MAC
Assist in the development of the MSP Annual Noise Contour Report in accordance with MAC’s legal requirements
Assist in ensuring website content, collateral, meeting presentations and other communications related to noise and community relations is fresh, accurate and user-friendly
Attend meetings and conduct outreach to external-facing groups, such as city and community leaders, community airport relation commissions, FAA air traffic personnel, industry pilot groups and regulating agencies to assess and understand local community dynamics and key issues affecting MAC and its airports
Oversee and provide guidance on the administration of reliever airport advisory groups and pilot education programs
Support creative ways to engage and educate the public and community leaders to communicate the MAC brand with a focus on the broader community benefits of airports
Support ongoing tracking and impact measurement of youth engagement activities across the organization
Assist with completion of airport planning and environmental analysis and documentation and execution of associated engagement programs
Exercise supervisory authority in accordance with MAC Human Resource Policy
Provide day-to-day leadership and support for Community Relations staff
Coach, mentor, and develop employees to foster an inclusive, collaborative, and high-performing team culture
Direct the activity of direct reports, and integrate MAC’s Strategic Plan into areas of responsibility by communicating clear performance expectations and standards
Implement MAC’s Performance Management System with direct reports
Advise internal teams to grow an organizational culture that values and produces best-in-class stakeholder engagement strategy
Conduct regular performance review discussions and provide appropriate coaching, counseling, direction and resolution to direct reports
Hire, develop, recognize, transfer, discipline and discharge employees
Lead and mentor team members to effectively engage with external-facing groups and members of the public
Promote MAC’s values and commitment to meaningful community engagement
Create and maintain a rewarding, safe and productive work environment and facilitate effective working relationships among employees
Contribute to annual planning for the Community Relations Office, including budgeting and documentation of department expenditures
Support the Manager in advancing strategic plan goals and action items and special projects
Help track and evaluate engagement activities to measure effectiveness and identify improvements
Coordinate with technical staff to ensure data and analyses are presented in ways that support community understanding and informed dialogue
Understand and utilize the MAC’s Noise and Operations Monitoring System (MACNOMS) and related tools and manage the operation, accuracy, system documentation and advancement of the application
Work with staff and partners to prepare reports, maps, and visuals that communicate trends and findings of aircraft operations, noise and complaints
Apply MACNOMS and GIS technologies to MAC projects such as the MSP Annual Noise Contour Report, environmental documents, and external aviation advancements
Create business intelligence (BI) dashboards, maps and other visuals for internal and external use
Provide technical and analytical support to ensure MAC’s interests are considered in airport runway use, airspace, and air traffic control procedure development
Oversee the design and execution of mobile noise monitoring and structure attenuation studies in a manner consistent with national standards and requirements
Conduct and support the development of research studies, write reports and prepare presentations of aircraft operations, noise and complaints

Required

Bachelor's degree in aviation, communications, environmental or urban planning, public affairs, public policy, political science, or a related field
One year of work experience in community engagement, communications, noise management or stakeholder relations
In lieu of a degree, five years of work experience in community engagement, communications, noise management or stakeholder relations
Two years of managing or supervising employees
In lieu of supervisory experience, MAC employees may attach a copy of their Supervisory Skills Development Program Certificate provided the course was completed within the last 4 years
Demonstrated ability and strong desire to learn new and complex topics and skills
Experience presenting technical or complex information to non-technical audiences in public settings
Strong interpersonal skills and ability to build trust with community members, even in challenging or emotionally charged situations
Ability to effectively manage challenging conversations in a constructive manner
Experience with data analysis and reporting methods
Intermediate skill level using Microsoft Word, Excel, PowerPoint, Outlook, and Teams
Valid state-issued driver's license and reliable vehicle to commute between work sites
Ability to attend occasional evening and weekend meetings

Preferred

Experience working with and supporting public boards, commissions, or committees
Experience leading community engagement efforts
Familiarity with aviation, airport operations, or environmental planning
Knowledge of aircraft noise issues and/or airport-community relations
Proficient in Airport Noise and Operations Monitoring Systems and analytical capabilities
Experience using relational databases and standard query language to manipulate and extract data
Experience with data visualization or GIS tools Knowledge of the Aviation Environment Design Tool (AEDT)
Experience in aviation noise-related analysis and documentation for federal and state environmental documents and processes
Aircraft pilot's license
