Data Systems Analysts, Inc. is seeking an experienced Program Manager to lead a diverse team of SETA professionals supporting the planning, development, management, sustainment, and execution of the U.S. Army’s PNT system of systems architecture. The role requires high-level program management skills along with experience in budgeting, scheduling, and risk management.

Responsibilities

Control, direct, and supervise the Team supporting the PM PNT
Facilitate "Meet and Greets" between potential new employees and the Government during the hiring process
Provide the Contract Invoicing and Payment report
Experienced in program planning, budgeting, scheduling, risk management, and lifecycle costing
Experience conducting manpower assessments
Knowledgeable in building Senior level status briefings for PEO management (weekly high-level, quarterly in-depth)
Experience interfacing with all levels of government personnel
Experience in formulating feasibility studies, ensuring compliance, and directing/mentoring high performing teams on evolving program objectives related to real-world activities
Ability to lead a team to quickly respond to urgent, unplanned mission requirements
Ability to show now AI will deliver efficiencies to the customer in a SETA environment to reduce costs
Experience implementing Agile methodologies in SETA environments to reduce costs, maximize deliver, and improve leadership of highly diverse teams

Required

Must have a current and ability to maintain a TS with SSBI for SCI eligibility
Masters Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline
Must have a current PMP certification
Fifteen (15) years of experience in the management and supervision of substantive military hardware/software development, or related systems analysis
Military service highly desired
Experience leading large SETA support operations providing management oversight for a diverse team of contractors
Experience providing high level budgeting, scheduling, trade-off analysis, and lifecycle costing to Senior Leaders
Experience conducting manpower assessments and risk management reviews
Knowledge of Army regulations and policies relevant to PNT, IT, security, and acquisition
Understanding of Cybersecurity requirements and 8140 certifications
Strong communication, coordination, and documentation skills
Experience with financial management, cost analysis, and budget planning
Is agile in responding and leading his team to quickly and effectively respond to urgent and surge requirements
Experience managing acquisition requirements and contract schedules/milestones
Experience using Artificial Intelligence to deliver efficiencies in areas such as threat detection, resilient architectures, software development, test and evaluation
Experienced in using Agile methodologies in leadership, to reduce technical risk, enhance flexibility in delivery, provide real-time technical oversight, etc

Preferred

Six (6) additional years of related experience or relevant military service may be substituted for the Masters degree
Ability to coordinate with stakeholders and serve as integrator/liaison
