Senior Emergency Management Specialist (Logistics)
New Hanover County is actively searching for a dedicated and experienced full-time Senior Emergency Management Specialist (Logistics) to join their dynamic team. This senior-level position is responsible for the comprehensive oversight, management, and operational readiness of all departmental logistics, including warehouse, supplies, specialized equipment, and vehicles, while coordinating emergency response efforts.

Responsibilities
Supervises assigned staff and volunteers to include prioritizing and delegating tasks and assignments, conducting performance evaluations, supporting training and exercise opportunities for internal and external partners, and making hiring, termination, and disciplinary recommendations
Oversees daily logistics of emergency management to include developing and recommending departmental policies/procedures and formulating and analyzing emergency plans for natural, technical, and man-made incidents and disasters
As a part of performing work during emergency and disaster situations, assumes a leadership role in crisis response and management in the County Emergency Operations Center (EOC) supporting all logistical support and filing roles as assigned in EOC activation
Serves in a scheduled On-Call rotation to respond to after-hour incidents in NHC
Liaison to internal and external partners as related to EM logistical support
Collaborate with partners during field response operations requiring logistical support
Maintains NHC EM communication equipment
Provides communications subject matter expertise and coordinates logistical support of NHC AUXCOMMs
Creates, writes, and maintains emergency plans, policies, procedures. Identifies grant opportunities. Participates in various local, regional, and state committee activities that benefit the department and county. Projects budget needs relevant to the section
Works closely with the Senior Emergency Specialists tasked with Planning and Operations to ensure departmental efforts are collaborative, efficient, and coordinated
Performs other duties of a similar nature or level
Qualification
Required
Knowledge, skills, education, training, and experience sufficient to thoroughly understand the functions of the role and successfully perform the essential duties, with five (5) years of experience in an Emergency Management, Public Policy, Public Administration, or similar role or performing similar duties
Demonstrated knowledge of current emergency management methodology and theory with considerable knowledge and application of Incident Command System (ICS) and National Incident Management System (NIMS) concepts to include successful completion of the FEMA Professional Development Series (PDS). Completion of, IS 100.c, IS 200.c, ICS 300, ICS 400, IS 700.b and IS 800.d is required
Considerable experience in management, administration, or stakeholder engagement combined with effective leadership and demonstrated experience with federal, state, and local government, and inter-agency coordination
Demonstrated ability to use and develop training and exercise opportunities programs using concepts and methodology associated with the Homeland Security Exercise and Evaluation Program (HSEEP)
Proven project management experience including the ability to manage multiple projects effectively with demonstrated ability to plan, manage and direct multi-disciplinary, multi-agency projects in collaboration with agencies not under direct supervision
Ability to analyze, develop and implement policies, procedures, plans and legislative actions and the ability to plan and set objectives to achieve results
Ability to foster teamwork and effectively interact with local, regional, state, and federal government officials and agencies, private sector and non-profit partners to resolve conflicts and bridge gaps; lead and direct the work of others; and work effectively and collaboratively with internal and external stakeholders
Ability to effectively instruct students that have varying degrees of knowledge or experience in areas of emergency management and logistical theory
Proven interpersonal, verbal, and written communication skills. Proven effective presentation and organizational skills
Proficiency in Microsoft Office products. Proficiency in use of WebEOC
Availability to work days, nights, weekends, and non-routine work hours with little or no notice during emergency events and disasters. Must be able to take rotating on-call duties when not in disaster support mode
Valid Driver's License (from any state) and good driving record required at time of application
Valid North Carolina Driver's License required by first date of employment with good driving record
Must possess or be able to obtain within one year of hire: North Carolina Classified A, Completion of O-305 All-Hazards Incident Management Team, Completion of Basic CPR certification course, Completion of Hazardous Material Awareness course, Completion of FEMA Radiological Core Concepts coursework
Must obtain within three years of hire: Completion of All Hazards Incident Management Team L-967 Logistics Section Chief coursework, International Association of Emergency Managers – CEM (Certified Emergency Manager) certification
Preferred
Master's degree with major coursework in Emergency Management, Public Policy, Public Administration, or a related field and an equivalent combination of training and experience of no less than seven (7) years
Successful development and/or maintenance of Emergency Logistical processes at the local, regional, state, federal, or tribal level
Completion of ICS Position Specific course work to fill the role of Logistics Section Chief, and Incident Commander with accompanied assignment and active participation on an incident management team
Completion and proven instructional time as an ICS trainer with completion of E/G/L 449 ICS Curricula Instructor, Train-the-Trainer
