TRAINING TECHNICIAN (Title 32)
The OK 138th Fighter Wing is part of the Oklahoma Air National Guard, seeking a Training Technician (Title 32) to manage and develop training programs. The role involves planning, organizing, and overseeing training to ensure combat readiness of personnel.

Responsibilities
Initiate, research, develop, manage, and control training programs
Plan, organize, lead and control the Group and subordinate unit training program to ensure combat readiness
Review the training of all personnel and determine method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs
Evaluate training for unit members and track progress via automated training records systems and other tools
Coordinate actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate
Advise the Group Commander on the execution of unit training and advise UTMs, supervisors or managers within units when actions may affect productivity or mission
Prepare training schedules and course outlines and determine the means by which such training can be attained; i.e., formal off base training
Conduct Staff Assistance Visits (SAV) and identify root cause of deficiencies and recommend corrective actions for process improvements
Conduct unit in and out-processing of personnel to include Permanent Change of Station, ETS and deploying personnel
Implement and manage training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists
Familiarize Group staff with training concepts, scope, methods and procedures
Coordinate and disseminate training policy and program changes to supervisors and trainers
Provide guidance to supervisors on all training related manners
Validate schools (Formal, Type 6 and Advance Distance Learning), advise Group staff in screening and prioritizing officer and enlisted school requirements
Establish and maintain individual training files for Group staff in upgrade training
Manage the development of education and training instructional products
Select instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the Air Force Training Course (AFTC), automated training record system, and Training Business Area (TBA)
Serve as Wing POC for functional administration of Training Business Area (TBA) under Air Force and MAJCOM directive
Assist all Wing TBA users with system access and troubleshooting
Maintain Master Training Plans (MTP) guides/assist supervisors with development and monitors the use of MTPs
Schedule and conduct formal classroom instruction during the work-week
Develop educational and training objectives and measurement devices
Generate reports, both current and overdue via the MyLearning System, Air Reserve Component Network (ARCNet) and make recommendations to the MXG commander
Maintain liaison with activities conducting, scheduling, or supporting training requirements
Coordinate scheduling of training and the use of facilities
Ensure availability of training materials
Administer Education, Training and Distance Learning Programs
Manage the enlisted training programs for the Group and advise unit training managers with subordinate units
Research, interpret, analyze, and apply DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures
Serve as the Aircraft Maintenance Training Enterprise System (AMTES) Point of Contact (POC) for maintenance certification testing
Establish and maintain a skills and knowledge testing program for the Maintenance Group
Control and safeguard test material
Appoint test proctors and provide training to assigned test proctors within the Group
Serve as focal point for all Career Development Course (CDC) enrollments, reenrollments, waiver requests and two-time CDC failures for the Group and subordinate units
Provide guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures
Act as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests
Notify the Force Development Office in the event of a two time CDC failure
Qualification
Required
High school or general equivalent degree is mandatory
An under-graduate degree from an accredited college/university is optimum
Military Grades: E5 through E7
Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade
Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position
Must have at least 12 months experience equivalent to the GS-07
Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory
Knowledge in training centers, training programs, schools, and units for these systems
Have experiences in conducting and developing education and training programs
Experienced in conducting, supervising, or developing education or training programs
Knowledge in the Army or Air Force education and training policy requirements
Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries
Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques
Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures
Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products
Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures
Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts
Experienced and effective communicator
Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records
Experiences as a participant and presenter during training and military or civilian conference events
Experiences in organizing and preparing instructional materials
Understands and applies formal training objectives
Able to develop course syllabi, training project outlines, and daily and weekly lesson plans
Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline
Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter
Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work
Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips
Experienced in training aids such as, achievement and aptitude tests and rating scales
Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction
Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment
Must possess a knowledge of and skill in applying fundamental military personnel policies, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers
Must have sufficient knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data
Must possess ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof
The position is required to tabulate and calculate budgetary and resource requirements and allocations related to formal school and post-technical school graduation training days
The position must analyze, validate, and process training scheduling, attendance, and completion and must analyze organizational needs and demands and propose methods for determining prioritization of formal training across the organization
