Responsibilities

You will maintain complete records of past, present, and planned work for analysis and planning and use in presentations to higher authority
You will Monitors the status of numerous simultaneous Military Construction (MILCON), special projects, and Facilities Sustainment Restoration and Modernization (FSRM) projects from inception through completion
You will Coordinates and attends review meetings between managers and supporting directorates, service providers, architecture and engineering firm representatives, and oversight management personnel to ensure requirements and milestones are met
You will supervise and direct a diverse technical staff comprised of civilian personnel including multi-disciplined engineers, and environmental protection specialist, and an engineering technician
You will develop and coordinate engineering and planning input to the command Area Development Plan (ADP), Facilities Review Board (FRB), and Program Objective Memorandum (POM)
You will oversee the development, design, and construction of the MILCON, Special Projects, and Facilities Sustainment Restoration and Modernization FSRM programs through which planned projects are authorized, funded, and constructed

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Males born after 12-31-59 must be registered for Selective Service
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
MSP/PPP applicants must currently hold the required security clearance
Successful completion of a pre-employment drug test (including marijuana) is required
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)
Certification in the Engineering and Technical Management Functional Area and category assigned to the position is required within established category timeframes
This position requires current active (non-expired) Registered Architect (RA) License or Active Professional Engineering (PE) License
In addition to the basic education requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: planning, designing, coordinating all facilities construction and repair projects; and managing a multi-million dollar construction program, ensuring life-cycle facility management through requirements determinations, cost estimating, programming, environmental permitting, site approval, design, contract award, construction, quality assurance, resolution of warranty issues, maintenance, and eventual demolition
