Pharmacy Program Manager - Inventory Management Specialist

Responsibilities

Makes suggestions to aid in the selection of substitute medication when those requested are not available or when a more cost-effective approach appears appropriate
Develops, implements, and manages programs to optimize drug therapy costs, including participation in the development of disease management programs
Responsible for outcomes and analyses, pharmacoeconomic performance measures and impact assessments designed to maximize both resource utilization and quality patient care
Develops and conducts drug usage evaluation in areas of needs from a cost­ effective and patient outcome perspective
Documents cost reduction/cost avoidance activities quarterly and reports findings to the Chief of the Service for review
Performs satisfactorily any duties required by the Chief of the Service
Develops pharmacoeconomic budget analysis and forecasts annually
Directs purchasing and inventory control personnel activities to ensure adequate inventory levels are maintained. Ensures employees exercise sound inventory control methods. Tracks all pharmacy expenditures
Serves as contact and is responsible for initiating procedures to handle product recalls involving medications and or pharmacy supply items
Utilize strict accounting practices to maintain an accurate budget. Provide upper management with quarterly, monthly, and often daily updates on budget status. Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance
Presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls, and new product cost impact. Assists associate chiefs and chief with preparation of annual budget
Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service
Provides direct oversight for the accountability of expired or soon-to-expire medications held for return for credit
Ensures all items are secured and monitored through the time of pick up by the contracted reverse distributor to reduce possibility of undetected loss, theft, or misuse
Maintains a running inventory list of non-controls for tracking purchases to be used in reconciliation of invoices to maximize revenues received through credits
Serves as a resource and provides information and education to staff, residents and students in areas of procurement and inventory management
Educates medical staff regarding procurement and inventory management. Where possible, uses before and after data to assess the impact of these educational interventions
Responsible for assessing, planning, and evaluating the pharmacy procurement and pharmacoeconomic programs to ensure that all Federal, VHA, and local acquisition regulations are followed with proper coordination between the delivery of Pharmacy services and the overall delivery of healthcare

Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree or on track to complete advanced degree from an accredited program by the time of hire
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia
Experience at the GS-12 level or equivalent, including reviewing, interpreting, and verifying medication orders for appropriateness
Ability to communicate orally and in writing to persuade and influence clinical and management decisions
Expert understanding of regulatory and quality standards for their program area
Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise
Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy
Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters

Preferred

Prior experience with drug inventory management at a large, complex healthcare system
Prior experience as a Contracting Officer's Representative (COR) and preparing contracting requests for Pharmacy Service
Prior experience with VA regulations related to pharmaceutical procurement and B09 reconciliation
Ability to build and utilize various decision tools
Completion of PGY1 Pharmacy Residence or equivalent
Completion of PGY2 Health-System Pharmacy and Leadership
