Responsibilities
Senior Financial Advisor to Commander: Provides expert financial guidance and support
Develops Financial Directives: Creates policies for efficient resource management
Oversees Budget Formulation and Execution: Manages all stages of the budget process
Ensures Regulatory Compliance: Interprets and applies financial regulations
Strategic Resource Allocation: Guides resource allocation for efficiency and impact
Command Board Participation: Presents financial data and insights to leadership
Advises on Budget Requests: Assists staff in preparing justified budget proposals
Automated Systems Management: Implements and maintains DoD financial systems
Integrated Financial System Oversight: Manages accounting, budgeting, and reporting
Compliance Monitoring and Enforcement: Ensures adherence to financial policies
Key Liaison with DHN/DHA: Primary point of contact for budget execution
Staff Training and Development: Provides financial training to enhance skills

Qualification
Required
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter
Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration
You will be required to provide proof of U.S. Citizenship
One year trial/probationary period may be required

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
A background investigation and credit check are required
This position has a mandatory annual seasonal influenza immunization requirement and is therefore subject to annual seasonal influenza vaccinations in accordance with Department of Defense Instruction (DoDI) 6205.02
This position is identified as Mission Essential, which may require you to work or remain at work during an emergency situation or when inclement weather has curtailed operations (e.g., threat to the facility, natural disaster, delayed reporting)
This position is subject to screening and update of required immunizations
This position requires a one year probation to assess your ability to perform supervisory duties unless previously completed
This position requires Temporary Duty (TDY) or business travel approximately 5% of the time away from your permanent duty station
DOW Financial Management employees must meet requirements for certification at Level '2' within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action
In order to qualify, you must meet the experience requirements described below
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social)
You will receive credit for all qualifying experience, including volunteer experience
Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application
Specialized Experience: One year of specialized experience with financial management which includes participating in the formulation of budget creation; implementing budgetary policies; and assisting with workload distribution for subordinates
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
