Health Systems Specialist

Northern Arizona VAMC is recruiting for 1 Health Systems Specialist in the Office of Associate Director. The incumbent provides management and administrative support services for all services under the Office and serves as an advisor to the Executive Leadership Team.

Responsibilities

Provides full staff assistance on administrative matters for the Office affecting patient care, education, research, and organizational policy, while at the same time also exercising independent judgment. Serves as a staff member directly supporting the Executive Leadership team responsible for planning, organizing, developing, directing, and evaluating operations
Completes administrative research, management analyses and development of reports pertaining to program plans, operations, and assessments for the services under the ELT member. Conducts investigative studies on resource utilization, staffing levels and access, and other priorities based on the strategic goals often facility
Leads or participates in facility-wide projects to improve administrative operations as they pertain to the programs under the purview of the ELT member, based on results of performance reviews and new initiatives developed at the local, regional or national level
Works creatively, cohesively, and insightfully with colleagues and other key staff within the facility to design and develop innovative initiatives that will improve patient care and operational quality and efficiency. The incumbent serves as a representative of the ELT Member as appropriate and works with personnel toward meeting national mandates
Collaborates, assists, or consults with subject matter experts in the development of mission-related health care planning initiatives and reports. Prepares issue briefs, white papers, and Executive Decision Request (EDR) Memorandums for review by facility Executive Leadership
Promotes principles of patient centered care, teamwork and the use of interdisciplinary and cross service teams to improve the level of service for all Veterans. Serves as a staff for other work groups, committees and councils as assigned
Provides back-up coverage for various offices. Serves as a liaison between Veterans the health care system to resolve problems and/or expedite services within the established guidelines. Provides a channel through which patients can seek solutions to problems, concerns and unmet needs

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
Health System Administration Series, 0671 Individual Occupational Requirements (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field
Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience
In addition to meeting the TIG and IOR you must also meet: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization
