Responsibilities

Plans, administers and coordinates the development of the many phases involved in the preparation of a complete set of plans, specifications, and estimates for proposed construction projects
Conducts engineering investigative studies and coordinating the preparation of designs, specifications and estimates for designated construction projects
Prepares government cost estimates which establish design fund requirements and serve as a basis for negotiating A-E contracts
Makes frequent checks of progress and work to ensure that all necessary follow-ups, controls, transmittals of instructions, resolutions of problems, etc., are being performed
Maintains control over the development of design through various phases ensuring accomplishment in accordance with established schedules and incorporating authorized changes
Determines site adequacy and basic design requirements for the structure(s) through conferences with using organization representatives and utilization of A-E and/or organizational design personnel surveys

Required

U.S. Citizenship
Bachelor's degree (or higher degree) in engineering or architecture from an accredited institution recognized by the U.S. Department of Education
One year of specialized experience which includes: 1) Performing design management for construction projects involving building systems, structural elements, utility systems, site design, or infrastructure; AND 2) Reviewing the technical adequacy of engineering documents for compliance with specifications and requirements; AND 3) Preparing engineering reports, assessments, and plans and specifications as it relates to building, site, or infrastructure projects
Possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Position requires travel away from the worksite (TDY) to other duty locations approximately 20% of the time to conduct site visits and to meet with customers, users, and stakeholders
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
