Supervisory Physical Therapist (Whole Health)

Responsibilities
Provides day-to-day operations with guidance and direction to the Whole Health program. Performed more than 25% of the time
Develops and executes a Whole Health Business Plan for the JHQVAMC in collaboration with the ACOS, Mental Health. The plan should identify the JHQVAMC mission, goals, objectives and strategies or accomplishments together with related resource implications
Assumes an active role in the development and implementation of the Whole Health System's performance improvement plan
Works in the development, promotion, and monitoring of Whole Health System program performance measures. Assess clinical utilization, outcomes, and other measures as determined. Address performance priorities and standards at the program manager, team, and individual level. Applies data for performance improvement and decision making at the facility level
Coordinates the preparation of and is a chief contributor to Whole Health System reports and other presentations on program planning and evaluation
Is accountable for resources used, directly and indirectly
Occupies a management role within the Whole Health System; each member of the staff has a reporting relationship through their line supervisor
Develops and implements policies, procedures, and measures to ensure efficiency and effectiveness in the designated areas of responsibility
WHS is responsible for performing statistical reporting, evaluation and consultation
Under the direction of the ACOS, Mental Health, creates strategic partnerships with VHA facility program directors and service line chiefs and others in the Medical Center to promote and implement the Whole Health System of Care
Advocates for the Whole Health System with VHA leadership, the medical community and academic affiliates. Schedules and coordinates strategical partnerships with non-VA facilities as well as other VA health care professionals
WHS is responsible for developing, implementing, managing and expanding Integrative Services within JHQVAMC, including but not limited to mindful movement practices such as yoga and tai chi, biofeedback, mindfulness and meditation practices, acupuncture, massage, and health education groups
Provides strategic clinical input and ensures effective advice to JHQVAMC Executive Team, ACOS Mental Health, and service line chiefs
Ensures that Whole Health System of care strategic plans are aligned and integrated with Patient-Aligned Care Team (PACT) and facility strategic plans
Assists clinicians with educational and clinical experience for potential medical students, residents, and fellows assigned to the Whole Health Program
Is readily available to the team members for collaboration when medical or other problems arise
Keeps the Whole Health System team apprised of medical care advances and practice standards
Under the direction of ACOS, Mental Health, collaborates with other Whole Health System Directors, VISN 9 leadership, and VA Central Office (OPCC & CT) staff on program development issues ensuring management goals and objectives are translated into well-coordinated and controlled operations to meet Veteran needs
Supports clinical training and continuing professional development throughout the Whole Health Program team in line with personal/professional development plans and organizational/clinical need
Maintains inventory of CIH approaches offered at VHA facility, including gap analysis as it relates to CIH approaches that must be offered by VA/community per Directive 1137
Maintains integrative health resources including books, references, and associated equipment
Helps to ensure appropriate and well-designed space for the Whole Health System of Care
Ensures promotion and development of measures to monitor and address the Whole Health System staff's individual performance and to assess clinical outcomes
Provides direct patient care using skills as physical therapist with a whole health approach towards Veterans in facilitating and enhancing healthy living messages and helping Veterans achieve their healthier lifestyle goals. Partnering with the community, including academic affiliates, to provide more resources for Whole Health. Works in conjunction with Public Affairs to disseminate healthy living messages for staff and Veterans. Develops criteria and analyzes effects of Whole Health implementation in Veteran's health related long-term mortality and morbidity outcomes

Education and experience. The individual must meet at least one of the requirements below: 1. Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. 2. Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. 3. Doctorate degree in physical therapy
Physical Requirements. Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job considering their physical, mental and emotional capacities, without endangering their health or the health of their co-workers
English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English
Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia
Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia
Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetency or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the state for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored
A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment
All licensed PTs employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation
In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level
Demonstrated Knowledge, Skills, and Abilities: 1. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. 2. Skill in managing interpersonal relationships and conflict resolution in dealing with a range of employees, discipline lead(s), and administrators. 3. Ability to translate extensive rehabilitation knowledge into local policy development. 4. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. 5. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc
